965-9488xxxx The Social Security Administration (SSA) intends to issue
a sole source purchase order to TMSI of Richmond, Virginia to upgrade
the Central Routing Assistance Monitor (CRAM). CRAM was developed
jointly by SSA and TMSI by integrating TMSI's proprietary HubView PC
polling software with the Excel spreadsheet on an OS2 based platform
and utilizing IBM AT2 data collectors/processors at remote locations.
The CRAM displays the call handling capacity of all the Teleservice
Service Centers simultaneously on a single screen thereby providing
vital information for the National 800 Number network routing
decisions. The purpose of this requirement is to upgrade those hardware
and software portions of the CRAM system which have become obsolete.
The upgrade will include the Network Status release 3 integration
software to operate on MS Windows NT. The Government will continue to
retain/use the remaining portion of the overall CRAM, which consists of
21 AT2s valued at $47,250 and the OrbiTel polling software (UNIX
based), recently acquired from TMSI, valued at $25,000. This is a
follow-on requirement for the continued production of the CRAM pursuant
to the authority under FAR 6.302-1(a)(2)(ii). The upgraded CRAM will be
able to collect records from 24 remote sites simultaneously and the
collection and presentation process will be completed within 90 seconds
of the first record received at the central unit. Files passed between
systems making up the central processing unit will be handled via
independent LAN and have the capability to interface and pass files to
SSA~s IBM mainframe via SSA~s IBM token ring LAN. The upgrade will be
fully tested for polling, have intersystem connectivity, file transfer
and CRAM screen presentation prior to delivery and installation and
include training and on-site technical assistance. Award is anticipated
on or about July 1, 1997. This is not a request for proposal or an
announcement of a forthcoming solicitation. Requests for copies of a
solicitation in response hereto will not be honored or acknowledged.
The Government will not pay for information submitted in response to
