This is a synopsis for commercial items prepared in accordance with
FAR Subpart 12. The U.S. Department of Commerce/NOAA intends to
negotiate on a non competitive basis with ISS Inc. of Washington, D.C.,
to expand the existing security management system of the NOAA
facilities at Silver Spring, Camp Springs and Suitland, Maryland. This
procurement is for additional components and various peripheral
equipment to function as subsystems to an existing central system. This
requirement also includes installation of all equipment and peripherals
acquired this acquisition. The subsystems and other peripheral
equipment must meet the following requirements. All equipment must be
100% compatible with existing system. The CPU for the security system
is a Digital Equipment Corporation VAX system, supporting 32 bit
architecture. All subsystems and peripherals must support DECnet and
TCP/IP Ethernet protocols. The computer system must be able to use the
LAN/WAN interconnection, allowing the transfer of information with
other computer systems. The transfer of data may be in a real-time or
batch mode. The software used by the existing host computer system runs
under the Digital Equipment Corporation VMS multi-user operating system
for the VAX computer system family. The security system software is
written in a higher level language (FORTRAN-77) and augmented with
assembly language procedures where necessary to increase processing
throughput. Subordinate software must be portable across the full line
of VAX processors, allowing upgrades without changes in the operation
of the software. Peripherals include data gathering panels, card
readers, door hardware, communication converters/modems, and video
surveillance equipment. All equipment must be 100% compatible to the
existing security system, to include the following: Card Readers,
Contacts, request-to-exit devices, communication protocol converters,
modems, electric strikes/magnetic locks, parking gates, signage, video
cameras, video motion detection, CCTV control systems, cameras,
(environmental housings, heaters, blowers), pan/tilt motors, and
intrusion detection devices. Vendors who believe they can satisfy the
Government's requirement are invited to submit an affirmative response.
To be considered an affirmative response, vendors must submit written
data and documentation which demonstrates an ability to furnish items
of the same form and function as those specified above. All responsible
sources must submit a written narrative statement of capability
including detailed technical information and other technical literature
sufficient to permit agency analysis in order to determine a bona fide
capability to meet the requirement. A determination by the Government
not to open the requirement to competition based upon responses to
this notice is solely within the discretion of the Government.
Affirmative written responses referencing the above RFP must be
received no later than 45 days after publication to this synopsis.
