Standards and Technology (NIST) intends to enter into a sole source
contract with Building Technology, Incorporated (BTI) of Silver Spring,
Maryland under the authority of 41 U.S.C. 253(c)(1) -- Only one
responsible source, for the technical consulting services supporting
the development of national (ASTM) and international (ISO) performance
standard guides for one- and two-family dwellings. BTI developed the
draft Resource Document for Performance Standards for One- and
Two-family Dwellings. BTI is an internationally recognized expert in
this field and is uniquely qualified in terms of domestic and foreign
experience, background developed over more than 25 years in this field,
and international recognition needed to perform this work. BTI directly
contributed to the development and implementation of performance
specifications and the related concept of systems building from their
inception in the U.S., and has contributed significantly to expanding
and improving the applicability and practicality of this approach
worldwide. This anticipated Cost- Plus-Fixed-Fee (CPFF) contract will
be for a period of one (1) year from contract award, with the two (2)
additional 1-year option periods. This notice of intent is not a
request for competitive proposals. Written responses shall contain
sufficient documentation to establish a bonafide capability to fulfill
