INSPECTION FOR MISCELLANEOUS PROJECTS ASSIGNED TO THE TULSA DISTRICT

CONTRACT INFORMATION: A minimum of one Indefinite Delivery Order
Contract will be awarded for Dam Safety Evaluation and Inspection for
Miscellaneous Projects Assigned to the Tulsa District. 1. PROJECT
INFORMATION: Projects may consist of the following: (a) cleaning and
evaluation; (b) obtaining water quality samples; (c) performing field
permeability tests on relief wells and piezometer; (d) pump test and
cleaning equipment consisting of centrifugal and submersible pumps
capable of pumping from 1 to 200 gallons per minute and a 500 gallon
water tank for cleaning; (e) completion of comprehensive reports
prepared by a professional engineer registered in the State of
Oklahoma, Texas, or Kansas, with experience in maintenance and repair
of toe drain and relief well systems. Assessment of the condition for
the total relief well of piezometer system shall include
recommendations for system repair or modification and determination of
the degree of deterioration of the system. On-site layout for core
boringand test pits for a field exploration program, inspection and
sampling of borings and test pits to obtain and visually classify soil
and rock of different types and properties, and reports detailing the
site condition along with drilling and test pit logs prepared in a
format compatible to computer input. Equipment is required for
continuing evaluation of earth embankments. Contract requirements will
include evaluation of monitoring vertical and horizontal movements on
the crest and upstream and downstream slopes of the embankment.
Equipment is required for continuing evaluation of concrete structures.
Evaluation shall consist of monitoring horizontal movements on
lockwalls, powerhouses, and spillways. Equipment is required to perform
formal periodic inspections of dams located on military reservations.
The Contractor shall perform field investigations and prepare a formal
5-year inspection report in accordance with the Federal Emergency
Management Agency Circular (FEMA93), Federal Guidelines for Dam
Safety.Reports shall be prepared by a professional engineer registered
in the State of Oklahoma, Texas, or Kansas with experience in the
operational maintenance of earth and concrete dams. Comprehensive
reports with photographs detailing the overall condition of the crest,
any associated service bridges, roadway, guardrails, outlet works,
lockwalls or spillways, and upstream and downstream slopes. Numeric
data shall be in a format suitable for computer input and supplied on
3.5-inch disks. Reports shall be submitted in WordPerfect 5.1 or 6.0
format on 3.5-inch disks and in hard copy. 2. TECHNICAL CAPABILITY:
Professional Engineer and/or professional Geologist registered in the
State of Oklahoma, Texas, or Kansas. Most of the work will be located
within Oklahoma, Kansas, and Texas. This is not a request for a
proposal, and there is no bid package. Contractors will be selected for
negotiations based on their qualifications submitted in accordance with
this announcement. This procurement is unrestricted. The contract is
anticipated to be awarded in September 1997. The total cumulative
amount of the contract will not exceed $500,000 for a one-year period
with a one year option to extend for an additional $500,000, for a
total cumulative amount of $1 million, with a maximum Task Order of
$500,000. Should the total contract amount reach $500,000 prior to
passage of 365 calendar days, the option for an additional year and an
additional $500,000 of work and services may be exercised. Minimum
award under this contract is $10,000 in the base year and $5,000 in
each option year. If a large business is selected for this contract, it
must comply with FAR 52.21-9 regarding the requirement for a
subcontracting plan on that part of the work it intends to subcontract.
The subcontracting plan is not required in this submittal. 3. SELECTION
CRITERIA: See Note 24 for general selection requirements. Selection of
a firm to provide the required services will be based on the firms
qualification in accordance with the following criteria, listed in the
order of importance; 1) Professional qualifications for satisfactory
performance of the required service; 2) Past performance on contracts
with Government agencies and private industry in terms of cost control,
quality of work and compliance with performance schedule; 3)
Specialized experience and technical competence in the type of work
required; 4) Capacity to respond quickly, mobilize qualified personnel,
and produce quality results under short deadline constraints; 5) Volume
of work previously awarded to the firm by the DoD with the objective of
effecting an equitable distribution of DoD AE Contracts among qualified
firms that have not had prior DoD Contracts; 6) Location of firm with
respect to the projects. 4. SUBMITTAL REQUIREMENTS. See Note 24 for
general submittal requirements. Interested firms that meet the
qualifications must submit a SF 254 and SF 255 no later than 4:30 p.m.
on the 30th day after the date of this announcement to the AE
Contracts and Documents Section Office, 1645 South 101st East Avenue,
Tulsa, Oklahoma 74128-4629, to be considered for the resulting
contract. If the 30th day is a Saturday, Sunday, or Federal Holiday,
the deadline is 4:30 p.m. of the next business day. Cover letters and
extraneous material are not desired and will not be considered. A
separate SF 254 and SF 255 for each subcontractor must also be
submitted. Responding firms are requested to clearly identify those
tasks to be subcontracted out and at what office. Specify the address
of the key person that is assigned in Block 7C. Include in your
submittal, a proposed organization chart and a narrative description of
how the organization will function. Responding firms are requested to
identify all computer capabilities and other pertinent information in
Block 10 of the Sf 255, not to exceed ten written pages. The SF 255
should specifically address the requirements of this announcement. For
your information, the contracting goals for the Tulsa District are 65%
for small business, including 10% for small disadvantaged business and
5% for women-owned small business concerns. Firms failing to respond
to these requirements may not be considered. If firms/consultants
listed on the SF 255 have a current Sf 254 (submitted within the past
12 months) on file with the Corps of Engineers' Architect-Engineer
Administrative Support System (ACASS), Portland, Oregon, they need not
submit an SF 254. No other notification is required. This is not a
request for proposal (RFP). Personal visits to discuss this contract
will not be scheduled. No other general notification will be made and
no further action will be required from firms under consideration.
