Cynthia J. Obermeyer (405)734-9297 The 38 Logistics Squadron has a
requirement for nonpersonal services for local telephone exchange
services at 337 RCS/RSSL at Shaw AFB SC. The proposed contract is for
five years. The local exchange service provider certified by North
Carolina PUC shall provide local commercial communications service for
337 RCS/RSSL and the primary place of performance will be at the
following recruiting office sites: Greenville, Jacksonville, New Bern,
Rocky Mt, and Fayetteville. Local communications service shall
include, as a minimum but not limited to, local access for commercial
business lines, analog subscriber lines, directory number and number
portability, emergency 9-1-1 service, operator and directory
assistance, local and Intra-LATA access, and interconnection with
Inter-LATA exchange carrier. Competition is open to domestic and
foreign sources. All responsible sources may submit a bid, which shall
be considered. Sources responding to this synopsis must indicate, in
writing, whether they are large, small, disadvantaged and/or a
women-owned businesses. For this acquisition, a concern will be
considered small under SIC 4813 with size standard of 1500 employees.
An Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

Commander's Staff,(617) 377-5106. The Ombudsman should only be
contacted with issues or problems that have previously been brought to
the attention of the program manager and/or the Contracting Officer
and could not be satisfactorily resolved at that level. In order to be
eligible for potential award of this RFQ, offerors must have a Basic
Agreement issued under the terms listed in CBD Notice Local Commercial
Communications Services dated 24 Feb 97. No telephone requests.
Written requests delivered via mail or telefax (405)734-9537 directly
from requester are acceptable. In order to ensure receipt of any
solicitation amendments, all potential offerors must provide a written
request to the contracting officer to be placed on the acquisition
source list. The Solicitation will be issued on or about 14 Jul 97. The
request must include the following information: Contractor address;
phone and fax numbers; business size (large or small); indicate if the
business is a small disadvantaged business; indicate if the business
is women owned (greater than 50% ownership); indicate if the business
is foreign owned or controlled and reference the solicitation number.
