(310) 336-4422 Technical/Engineering Support and Services. The Defense
Meterological Satellite Program (DMSP) intends to pursue a nine month
extension to the existing Special Sensor Microwave Temperature Sounder
and Water Vapor Profiler (SSM/TW) and Special Sensor Microwave Imager
Sounder (SSMIS) Support and Services contract (F04701-92-C-0020). This
extension would constitute a period of performance from 1 August 1997
to 31 April 1998. The following capabilities are required of the
contractor for this effort: (1) In-depth knowledge of the Special
Sensor Microwave Temperature Sounder and Water Vapor Profiler (SSM/TW)
and Special Sensor Microwave Imager Sounder (SSMIS) and their
interfaces with the Defense Meteorological Satellite Program (DMSP)
spacecraft and the Operational Linescan System (OLS). (2) Ability to
maintain, troubleshoot, repair, and retest flight SSM/TW and SSMIS
systems. (3) Working knowledge of the DMSP satellite, its command, and
telemetry system as they relate to the SSM/TW and SSMIS. (4) In-depth
understanding of DMSP sensor operations, including command and
control, telemetry processing, and data processing. (5) Capability to
evaluate current technology and meteorological applications. (6)
Interface knowledge and experience relative to the Vandenberg AFB
Payload Test Facility as related to DMSP. (7) Knowledge of satellite
launch and early orbit operations support. (8) Working knowledge of the
data handling systems of Air Force Global Weather Center (AFGWC) and
Fleet Numerical Meteorology and Oceanographic Center (FNMOC). (9)
Capability in computer hardware and software design and
evaluation/analysis of both analog and digital systems and circuits.
Experience in hardware and software documentation, software system
analysis, software troubleshooting, and software modifications to
correct system deficiencies in accordance with MIL-STD 498. (10)
Experience in administrating services-related contracts. (11)
Capability to provide field training classes in microwave sensor
telemetry interpretation for use in state of health monitoring and
meteorology analysis and forecasting. (12) Capability in specification
development, conducting interface working groups, design reviews, and
audits in accordance with MIL-STD-973. (13) Capability in affecting
repairs and parts fabrication utilizing level 2 and 3 drawing packages.
(14) Capability to provide manual depository, update capability and
fully compliant system configuration control to provide an adequate
number of qualified technical engineers who possess familiarity with
strategic and tactical users, use of DMSP primary and special sensors,
and meteorological applications and detailed knowledge of the
interface between the 6th Satellite Operations Squadron, FNMOC, and
AFGWC. The scope of the effort encompasses: (a) SSM/TW and SSMIS DMSP
Spacecraft Integration and Test Support, and coordination with the Air
Force and all DMSP sensor vendors to ensure that all communication,
integration, and schedule interfaces are correctly established. (b)
Support of Government ownedtest equipment, Aerospace Ground Equipment
(AGE), and Special Test Equipment (STE), located at Aerojet Electronic
Systems Division (AESD), Azusa, California. (c) Support for the SSM/TW
and SSMIS flight software code, including maintenance, documentation,
configuration control of operational data reduction software code, and
anomaly analysis as it pertains to such software. (d) Launch and early
orbit support, to include SSM/TW and SSMIS engineering support and
consultation for pre-launch activities, launch, and early orbit
satellite check out. (e) Support of Government-owned sensor systems, to
include reconfiguration, update, repair, maintenance, anomaly analysis,
and engineering support of Government-owned flight equipment. AESD is
the designer of the systems requiring support, and is the incumbent
contractor. Level 2 and Level 3 drawings were not procured by the
government from the system designer. AESD has access to engineering
information not available in existing Government specifications,
drawings, and manuals. In accordance with national security
requirements, this acquisition will have restrictions on foreign owned
company participation. The foreign design, manufacture, assembly, or
test of hardware or software are strictly prohibited. Foreign teaming,
licensing, and subcontracting will be allowed, however, all
cryptographic related tasks must be accomplished entirely by a
clearance qualified U.S. owned company and all cryptograph components
and elements must be clearly separated and audible. Any interested firm
with the needed capabilities or the ability to acquire the needed
capabilities must submit a written notification of interest and
evidence of the capabilities described above. Please submit
