COMMERCE BUSINESS DAILY ISSUE OF JUNE 19,1997 PSA#1870NEW SIMPLIFIED ACQUISITION PROCEDURES AT SA-ALC/KELLY AFB [1] The Air
Force Assistant Secretary for Acquisition has set a goal that all DoD
agencies reduce the amount of time to award contracts by 50%. This time
begins with the receipt of a valid user requirement and ends when a
contractual award document has been forwarded to the contractor. The
initiative to reduce the processing time is called Lighting Bolt 10 and
applies to efforts to develop and acquire systems, and support our
operational readiness. We will work diligently with our customers and
our partners in industry to continuously develop innovative contracting
techniques and establish acquisition policies and procedures that
closely resemble commercial practices. [2] Our goal is to maximize
electronic communication with industry in order to simplify
acquisitions (SA), thereby reducing cost and lead times. The
requirements affected are centrally funded supply requirements not
exceeding the SA Threshold ($100,000). New SA procedures will reduce
administrative cost, promote efficiency, and economy incontracting, and
avoid unnecessary burdens for SA-ALC contracting and our contractors.
Process improvement and reduced processing time should begin with the
implementation of the new simplified acquisition procedures outlined
below: -- -- Synopsis/Solicitation Procedures: -- -- Our goal is for
all of our synopsis between $25,000-$100,000 and all SA supply
solicitations to be posted on Kelly's World Wide Web (WWW) at
www.kelly-afb.org/links/proc/rfq/SA-index.html. Synopsis will also
continue to be posted in the Commerce Business Daily (CBD) on-line. --
For Request for Quotations (RFQ), posting on the Web will be the sole
notification to interested offerors. In cases where technical data is
available, it will be accessible and can be downloaded from the Web,
therefore, data will no longer be mailed. In addition, in some sole
source situations or unusual circumstances, the Contract Specialist
will augment the web solicitation by sending e-mail or facsmile of the
web solicitation to the appropriate contractor. Supply SA
solicitations will not use the mail system. -- -- Contractor Response:
-- -- -- Your response will be in the form of an E-Mail. A quotation
response form for your use will be included with the Web RFQ and you
will be requested to fill it out completely and return it to the E-Mail
address of the Contract Specialist listed. -- -- Award Time: -- -- --
Electronic response will be required from you within 16 days from the
date the RFQ is published on the Web. We will request no more than a
30-day quote validity. Our goal will be to award a competitive
requirement within 7 working days and a non-competitive requirement
within 10 working days. If for some reason (funds, etc.) award is
expected to exceed the quotation's validity date, you will be contacted
immediately. [3] Each of us has the opportunity to substantially
improve the quality of our acquisition process and business
environment. We sincerely appreciate your commitment and support of the
new initiatives. This is an evolving process; you can help make it
better. [4] We are currently planning an Industry Day at Kelly AFB
(tentatively in July 1997) to provide a briefing on the new simplified
acquisition procedures and when they are to be implemented. If you
