Y -- DESIGN AND CONSTRUCT VISITING OFFICERS QUARTERS, DOVER AFB, DE SOL DACA61-97-R-0017 DUE 080597 POC Ms. Jennifer Ward, Contract Specialist, 215- 656-6773 17. This acquisition will be a one step turnkey design and construction of a new 6,000 square meter three story Visiting Officers Quarters (VOQ). The facility will be located in the southern part of the base at 14th and Sumner Streets. Work includes, but is not limited to, providing adequate living quarters to accommodate temporary duty personnel, separate mechanical/electrical/communication utility building, parking areas and demolition of one substandard VOQ including asbestos removal and disposal. This project will also include six options: Option 1 -- Demolition of two substandard VOQs including asbestos removal and disposal; Options 2, 3 and 4 -- Additional guest rooms; Option 5 -- Soil testing and bioremediation or removal of petroleum contaminated soils; Option 6 -- Disposal of asbestos (>2%) contaminated soil at areas where HTHW Line is removed. Major evaluation criteria in descending (weighted) order will include: Price Evaluation (50%), Performance Capability (30%) and Technical Approach (20%). A more detailed evaluation criteria will be included in the RFP package. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and offers the "greatest value" to the Government. The Standard Industrial Classification (SIC) Code for this project is 1522 with a size standard of $17.0 million. A Request for Proposal (RFP) package will be available on or about 03 July 1997 at a cost of $25.00 a set. All requests for the RFP package should be in writing along with a check or money order made payable to "FAO, USAED, Norfolk" and must include your Federal Tax Identification or Social Security Number. Payment will not be refunded and specifications need not be returned. Please provide a physical street address, telephone and fax number. Proposal are due by close of business 05 August 1997. Completion time for this project is 713 calendar days. Estimated cost range is over $10,000,000.00. The RFP will include criteria and specifications for the design and construction of the facility; detailed requirements for submitting proposals; and evaluation procedures. Davis Bacon rates will be applicable to the construction portion and bonding will be required. This procurement is unrestricted and subject to the availability of funds.
