Refueling Wing is soliciting offers on a full and open competitive
basis for hazardous materials storage buildings. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This solicitation number is
DAHA2297Q7283, and is issued as a Request for Quotation (RFQ). The RFQ
incorporates provisions and clauses as those in effect through Federal
Acquisition Circular Number (FAC) 90-46. This solicitation is under the
Simplified Acquisition Procedures (SAP) and is set aside totally for
small business I.A.W. 52.219-6. The Standard Industrial Classification
is 3448 and the Business Size Standard is 5.0 M. This solicitation is
for the purchase of two prefabricated hazardous materials storage
buildings to be used for oils, solvents, paints, etc. Both buildings
must be completely self contained. This will be a Firm-Fixed Price
Contract for two (2) line items as follows: Line item 0100 HAZARDOUS
MATERIALS STORAGE BUILDING, a minimum of 215 Sq. Ft. This bldg. will be
located outside an existing bldg. Features: Steel bldg., at least "
thick tube steel skeleton clad with a minimum 10 ga. sump floor and
minimum12 ga. walls and roof, at least (4) crane rooftop lifting lugs
and base tiedown brackets, at least (2) 4" x 8" fork lift tubes under
the bldg. for easy moving, painted steel grating bolted to floor
supports welded to sump walls and floor. Sump floor shall be sloped
toward middle of floor with a "N" (trench) sloped toward end of bldg.,
wall with a hand valve, minimum total sump capacity no less than 717
gallons, at least R-15 insulated 4 Heat Rated & Fire Rated (HRFR) walls
and 3 HRFR ceiling, porcelain enameled steel interior finish with at
least a15 year warranty, (1) 6' wide x 7' high R-15, 3 HRFR door with
low profile panic door hardware, automatic fusible link door closer, no
less than (4) explosion proof light fixtures, (1) crane hoist system
with pallet grab to handle at least 2,400 lbs pallet loads, no less
than (1) gravity or air intake vent with rain louver, bird screen and
3 HRFR fire damper, National Electrical Mfr. Association (NEMA)
electrical entrance box, at least (1) float detector in drain pit and
strobe alarm on roof with extra contacts for remote signaling, dry
chemical fire suppression on ceiling with strobe alarm on roof with
extra contacts for remote signaling outside wall( dry chemical fire
suppression is required because no plumbing is available for a
sprinkler system) no less than (1) explosion proof exhaust fan
installed at top of outside and duct system, grounding devices,
National Fire Protection Association (NFPA) placard, DOT decal, Factory
Mutual Engineering and Research (FM) approved metal plate, at least a
6" red strip and FM and Fire Rated (FR) hourly marks. Offeror must
advise total weight of bldg. and whether quote includes unloading and
setup of bldg. If not, offeror must be able to provide 48 hours advance
notice in order to arrange unloading by crane. Item No. 0200 Hazardous
Materials Storage Bldg.,,a minimum of 313 sq. ft. outside. This bldg.
will be located inside an existing structure, therefore, it must meet
certain restrictions regarding dimensions. This building can be no
longer than 24' long . Height and width of the building is critical. It
must be delivered through a doorway which is 10' high (this will have
to accommodate height of building plus and equipment necessary to move
into existing building) and 10' 10" wide. Therefore, the offeror must
provide dimensions with offer in order to evaluate whether bldg. can
be delivered. Features: Steel bldg.,at least " thick tube steel
skeleton clad with at least a10ga. sump floor and at least 12 ga. walls
and no less than 4 roof crane rooftop lifting lugs, base tiedown
brackets and no less than 2 4" x 8" forklift tubes under bldg( if bldg
is in multi parts, forklift tubes must be per each module), painted
steel grating bolted to floor supports welded to sump walls and floor,
sump floors are sloped toward modular joint,sealed with at least a
10ga steel cap, each sump shall have a drain pit and hand valve, total
sump capacity no less than 1043 gallons, R-15 insulated 4 HRFR walls
and 3 HRFR ceiling, porcelain enameled steel interior finish with at
least a 15 year warranty (1) 3' wide x 7' high R-15, 3 HRFR door with
low profile panic door hardware, automatic fusible line door closer, no
less than (4) explosion proof light fixtures, approximately 304 lin ft.
of suspended shelving, (1) 3' wide x 6' long steel ramp, (1) set of
safety hand rails for ramp at least(1) gravity or air intake vent with
rain louver, bird screen and 3 HRFR fire damper, NEMA electrical
entrance box no less than(2) float detectors in drain pits and strobe
alarm on roof at least (4) head sprinkler piping system on ceiling with
"R" (fire) alarm strobe on roof and extra contacts for remote
signaling, (1) roof mounted explosion proof A/C unit to maintain no
less than 70degree F. at least (4) head sprinkler piping system on
ceiling with five alarm strobes on roof and extra contacts for remote
signaling, no less than (1) explosion proof exhaust fan and outside
wall duct system prepared to be ducted to the outside of the existing
bldg., grounding devices, NFPA placard, DOT decal, FM approved metal
plate, bldg. exterior painted with acrylic enamel and inside floor with
two component polyamide epoxy, at least 6" red stripe with FM and FR
hourly marks. Offeror must quote delivery will be responsible for
setting up this bldg. Award will be based on all or none. No multi
award contract is anticipated. All responsible offers will be

Government the full warranty coverage of commercial sale, provided such
warranty is available at no additional cost to the Government. Offeror
must provide information on warranty being offered. Offerors
responding to this announcement must include a completed copy of
provision 52.212-3, Offeror Representations and Certifications
Commercial Items. The offeror shall also provide its Commercial and
Government Entity (CAGE) code, Contractor Establishment Code (DUNS
number) and Tax Identification number. Delivery must be FOB Dest --
Meridian, MS and setup must be accomplished by 1 Dec 1997. Offers will
be evaluated for fair and reasonable price and technical acceptability
which will be determined solely on the content and merit of information
submitted by the offeror in response to this notice. All offers must
provide descriptive literature I.A.W. 52.214-21. All offerors must
provide no less than 4 references within the last two years for the
same type requirement which must meet or exceed all federal, state and
local regulations and codes. All responsible sources may submit a
quotation which shall be considered by this agency. However, this
agency has the right to reject any offer. Written offers are due no
later than 4:00 PM Central Day Light Savings Time, June 30, 1997.
