Gordon, Contracting Officer, (505) 475-1245, Marco Pochy, Contract Specialist, (505) 475-1024 The RATSCAT Division of the 46 Test Group, Holloman AFB NM, has a requirement for integration, installation, engineering documentation, and training to complete the Bistatic Coherent Measurement System (BICOMS) at the RATSCAT Mainsite Facility. Knowledge of the existing Government software and hardware interfaces, as well as knowledge of proprietary hardware and software developed by Georgia Technical Research Institute (GTRI) is required. The effort includes integration and installation of the mobile and fixed radar units based on the GTRI designs. Government furnished equipment must be integrated into the system including a Lintek 5000 radar unit. All work must be delivered within twelve (12) months of contract award. Based on the information available at this time, and in accordance with 10 USC 2304 (c)(1), the Government considers the specific requirements to be a sole source acquisition from Georgia Technical Research Institute, Atlanta, Georgia and proposes to negotiate with that firm on that basis. However, should additional firms be identified, they will be considered. Firms who feel they can provide the required support based upon the criteria, and within the time frame specified herein are invited to submit in writing an affirmative response to this announcement within 30 days of publication of this notice. All responsible sources may submit a response which will be considered by the agency. An affirmative response must include the firm's ability to provide the required support, including how the firm will acquire the proprietary design information, complete the integration and installation, and deliver within 12 months. This information will be evaluated and used to determine if competitive opportunities exist. This synopsis may represent the Government's only notice of this acquisition.
