DAAK60) The U.S. Army Natick Soldier Systems Command has a requirement
for a Combat Medic Vest System (CMVS) consisting of the Medic Vest and
Re-supply Bag. The Medic Vest shall be one size fits all i.e. 5th
through 95th percentile soldier. There shall be size adjustments for
torso length and girth. The vest panels shall be made of olive drab
nylon mesh material. A top opening medical card pocket, approximately
11-1/2 inches x 7 inches shall be located on the inside of each panel.
The medical card pocket shall be secured with hook and loop. All
webbing, binding tape, hook and loop, and cord shall be green 483. The
shoulder pads shall be padded with 1/2 inch foam covered with 500
denier woodland camouflage textured nylon fabric. The vest shall have
four pockets on each of the front panels. The pockets shall be secure
so that they can not be easily pulled off by snagging on brush or
catching on objects. Each panel shall have a pocket capable of holding
three thirty-round magazines for an M-16 rifle with a grenade holder
on the lateral side of the pocket and a 4-1/2 inch x 2-1/2 inch x 1-1/8
inch strobe light pocket on the medial side. Each panel shall have
three identical pockets, 5 inch x 6 inch x 2 inches, capable of holding
one 500ml IV bag, or other necessary medical supplies. Each pocket will
be constructed of 1000 denier texturized nylon. Each pocket will be
capable of being quickly detached and attached to the vest panel or the
medic bag. Each picket will have a drainage grommet on the bottom
center. The pockets will close with 2 each slide fasteners to allow for
ambidextrous opening and closing. The vest shall close by a one inch
side release buckle on one inch bulk nylon webbing. The vest shall
integrate with a standard equipment belt by use of eight webbing loops
around the belt secured with a snap fastener and hook and loop. There
shall be 2-1/4 inch webbing equipment attachment points located
approximately over the small of the back. There shall be a metal D-ring
located near the top back collar to hang the vest by when in storage.
There shall be a 3/4" D-ring on the front of each shoulder pad for
equipment attachment points. The Medic Bag shall be 12 inches x 11
inches x 5 inches. The bag shall be woodland camouflage 1000 Denier
textured nylon. It shall be capable of being carried by shoulder
straps, carrying handles, waist belt and a sling. The sling, should
straps, and waist belt shall be removable. The bag shall be secured
with slide fasteners. There will be 2 each sliders that open from the
center. The bag will be a panel loading design which will allow maximum
access to items in the bag. There will be 2 each straps which run
horizontally across the bag separated by six inches and secured with
side release buckles. These will do double duty as compression straps
and will keep the bag closed in case of slide fastener failure. The
main compartment of the bag shall measure 12 inches x 11 inches x 5
inches. The zippered front panel will contain a clear plastic window,
on the inside, which will allow for a quick reference card with medical
instructions and storage for small items. The main compartment will be
separated by a mesh panel which will allow for compartmentalizing of
smaller medical items. There will be 2 tunnel pockets on the inside of
the bag which will be capable of containing 1000ml IV bags. These
pockets will be located against the back of the pack so as to provide
maximum load distribution. The outside of the bag will have webbing
attachment points for maximum modularity, organization, and resupply.
The Government anticipates award of a Firm-Fixed-Price (FFP) type
contract for a limited initial production (200 items). Delivery is
F.O.B. destination. Responses must be received in WRITING ONLY within
fifteen (15) days of this notice. This acquisition will be conducted as
