Notice of Contract Action (NOCA). A Sources Sought Synopsis (SSS) was
released 16 Jan 1997. Please refer to the SSS for additional
information. The Space Test Program (STP)at Kirtland Air Force Base,
New Mexico, anticipates release of a Draft Request for Proposal (DRFP)
Solicitation Number F29601-97-R-0004 on or about 20 June 1997 for the
Tri-Services Experiment Mission 6 (TSX-6). The DRFP may be downloaded
at internet site: http://www.te.plk.af.mil/contracts/news.htm. You
will need to contact either Capt. Kevin Mundorff at (505) 846-0888 or
Lt Jason R. Preisser at (505) 846-5093 to obtain a username and
password to access the TSX-6 documents. Following release of the DRFP,
the Program Office will hold a Briefing For Industry (BFI) on Tuesday
08 July 1997, Kirtland AFB West Side, Building 201, Phillips Lab
Science Center, Conference Room 7A from 8am -- 10am MST. The Program
Office will also be scheduling 2 hour blocks, 8am to 10am and 1pm to
3pm MST, to conduct one-on-ones with bidders beginning 8 July 1997 and
ending approximately 15 July 1997. The one-on-ones will be held at
Kirtland AFB West Side Building 413, Conference Room 1/169. Please call

846-8543 to schedule a date and time. The Scope of TSX-6 includes
design, fabrication, assembly, and test the space vehicle using
industry-accepted best practices. The contractor will integrate the
OPREX Spacecraft Evaluation Module (OSEM) and Polymer Battery
Experiments (PBEX) onto a small space vehicle bus, support integration
of the space vehicle to the launch vehicle, and provide post launch
support. Appropriate analyses and definition are required to determine
the most efficient manner to configure the DoD experiments and space
vehicle for this mission. The contract structure will be a combination
of Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF). The Contract
Line Item Number (CLIN) structure is anticipated to be as follows: CLIN
0001 -- FFP -- Space Vehicle (SV) Build, Integration, Test, OPTION CLIN
0002 -- FFP -- Ground Station Build, Test, Integration, CLIN 0003 --
Not Separately Priced (NSP) -- CDRLs, CLIN 0004 -- CPFF -- Anomaly
Resolution / Special Studies / Within Scope Requirements Changes, Level
of Effort for Application of Relevant Technologies and Study of
Anomalies, CLIN 0005 -- FFP -- SV Storage (Fixed Daily Rate, Propose
for 18 Month Storage), CLIN 0006 -- CPFF -- Storage Maintenance (Health
Checks During and Pre-Ship Testing at End of SV Storage), CLIN 0007 --
CPFF -- Shipment to Launch Site / Launch Vehicle Integration / Launch
Processing (Propose for Pegasus Launch from Vandenberg AFB), CLIN 0008
-- CPFF -- Support of On-Orbit Operations (Support for Resolution of
On-Orbit Anomalies, Propose for One Year of Operations with the option
for two additional years), OPTION CLIN 0009 -- FFP -- Propulsion
Subsystem (Subsystem Must Raise Orbit from 325 nmi to 450 nmi), CLIN
0010 -- TBD. CLINs 11 -- 20 will be for Option 1, CLINs 21 -- 30 will
be for Option 2. The contract period of performance will be for a total
of nine years if all options are exercised by the Government. The
contract is anticipated to be awarded December 1997. The anticipated
period of performances are: 1) Basic Contract Dec 97 -- Dec 02, 2)
Option 1 Dec 99 -- Dec 04, and 3) Option 2 Dec 01 -- Dec 06. The TSX-6
acquisition will be conducted under Full and Open Competition. The
formal RFP will be released on or about 28 July 1997 with the date for
receipt of proposals 30 days after issue. For technical issues please
