National Imagery and Mapping Agency (NIMA) (under authority granted by
Federal Technology Transfer Act of the 1986 (FTTA); Executive Order
12591, Facilitating Access to Science and Technology; DoD 3200.12-R-4
of 27 Dec 88, Domestic Technology Transfer Program Regulation), is
interested in forming partnerships under its Civil Commercial
Assessment Project (CCAP) with United States (US) commercial satellite
imaging companies to create a uniform process for and conducting an
independent assessment of the quality and capabilities of imagery from
new satellite systems. These utility assessments would baseline
geospatial and information content capabilities. Partners' satellite
images and information capabilities would be assessed jointly. NIMA
will consider entering into Cooperative Research and Development
Agreements (CRADA's) with commercial developers who are licensed by the
US Department of Commerce to build and operate spacecraft with any of
the following guidelines: a. Systems with an approximate spatial
resolution of 30 meters or better for spectral sensors, 15 m or better
for radar sensors, or 5 m or better for panchromatic sensors. b.
Systems capable of Digital Terrain Elevation Data (DTED) Level 2 c.
Systems capable of delivering imagery which can satisfy imagery
information tasks commensurate with similar resolutions. All other
details, including public release of findings, will be determined
during the CRADA drafting process. NIMA has performed substantial
research and development in the determination of customers' use of
imagery and imagery based information, including the production of
timely distribution of both activity/intelligence and accurate
geospatial information. Access to ground control data, imagery
interpreters, geospatial data analysts, and expertise in hardware,
software, and analysis of proposed integrated architectures needed for
meeting customer requirements are areas which could be shared under a
CRADA agreement. Companies meeting the above qualifications and which
are interested in pursuing such CRADAs are requested to submit a
letter not to exceed five pages in length, by 30 Sep 98, describing the
company's capabilities and what benefits both the company and NIMA
might reasonably expect to derive from such an arrangement. This
