The proposed procurement listed herein is a 100 PERCENT SMALL BUSINESS SET-ASIDE. This study will collect detailed Statewide work zone traffic accident information for a two-year period in six or more States along with records of the status of the work zone activities, traffic volumes, weather, etc., at the time of the collisions. The information will be analyzed to get exposure data, causes of crashes, and procedures which could be improved to increase safety in work zones. The results are expected to show the accident risks for various types of work zone activities, possible safety improvements and the possibility of developing a work zone safety clearing house for participation by all States. For this study the work zone shall be defined as the area in which instruction, maintenance, repair, utility operations or other temporary work activities, or queues resulting from those activities, occur within segments of the trafficway and/or highway. Accidents that take place within, adjacent to or preceding these activities, and which may have occurred due to changed road conditions or the work activity at these locations shall be considered to be work zone ccidents. It is suggested that the States in the Highway Safety Information System (HSIS), namely, Maine, Minnesota, Michigan, Utah, Illinois, North Carolina, California and Washington be considered for this study.
