The Theater Medical Information Program-Air Force (TMIP-AF) requests information regarding options for leasing personal computers and communications services for use as an automated medical information system in support of USAF world-wide deployed contingencies ranging in intensity from humanitarian relief to full-scale combat. PERSONAL COMPUTERS: Functionality includes the capture (through standard data ports), storage, manipulation, and preparation for transfer of patient care data such as demographics, medical history, medications, vital signs, and digital image data. The system must also include common tools such as office automation and a standard electronic mail package Video and audio tools for low bandwidth teleconferencing are also desired. Two configuations are preferred. The first is in support of an air transportable hospital (ATH) requiring 20 networked workstations, and the second, a squadron medical element (SME) requiring one or two workstations. Physical characteristics of import are: (1) small weight and cube, (2) portability, (3) modularity and scaleability, (4) low life-cycle cost, and (5) Windows NT operating system and Defense Information Infrastructure and Common Operating Environment (DII/COE) Level 5 compliance and protection. COMMUNICATIONS: Minimal communications capabilities include full duplex voice and e-mail (with attachments). Internet access is highly desired. Both inter-theater (long-haul) and intra-theater communications are required. Characteristics of import are: (1) reliability and availability approaching 95+%, (2) low life-cycle cost, and (3) small weight and cube. An example use of the automated medical information system is the electronic (1) capture of an image or film clip from external clinical equipment (such as ophthalmoscope, direct digital or digitized X-ray, or a vital signs monitor -- not included here) on a PC, (2) manipulation including cropping, enlargement, and white boarding of the image, and (3) transmittal via e-mail either as an attachment or directly as data to a distant location via a low cost method balancing transmission time and cost. The lease must include provisions for several options: (1) personnel training on systems operation (initial and annual refresher), (2) 24-hour, 7 days-a-week telephone support, (3) in-theater technical support of both the communications and personal computers portions of the system, and (4) sustainment, including HW/SW maintenance, during the lease period. Information requested includes, but is not limited to, possible leasing arrangements including technology refresh, total life-cycle cost estimates, lease versus buy considerations, and any other pertinent information. Because purchase quantities are presently unknown, all costs should be provided on a per-unit basis. While leasing a combined communications/automated medical information system package is most desirable, leasing of individual systems (communications system independent of the personal computer system) will be considered.
