The following information is provided to do a market survey of industry to see if there are any potential contractors in addition to Lockheed Martin, Boeing, Logicon R&D Associates, and GTE who have the skills and knowledge required to complete this effort. The ICBM System Program Office (SPO), Ogden Air Logistics Center intends to establish a contract for the maintenance of the AM Console Operations Program (COP) which executes on the new Rapid Execution and Combat Targeting (REACT) modified Weapon System Control Console (WSCC). The government is in the process of preparing a Justification and Approval (J&A) to proceed with a limited sources competition. The requirement includes systems requirements analysis, requirements definition, design, coding of approximately 10,000 Ada Source Lines of Code, and testing of Minuteman III updated COP software. Engineering, technical data, training manuals, and trainers impacted by the software changes shall also be updated. The requirement also includes incorporation of changes developed by an independent Nuclear Safety Cross Check Analysis/Performance Analysis Technical Evaluation (NSCCA/PATE) contractor. For this software maintenance effort, the government will provide access to the Strategic Missile Integration Complex (SMIC) for system level requirements definition and testing. Current engineering and technical data will also be made available. Interested sources must submit concise and program specific information to substantiate that they possess or are capable of obtaining (1) the knowledge, experience, and capability of programming in Ada for execution of VAXELN architecture (2) the knowledge, experience, and capability necessary to acquired an in-depth knowledge of the AM COP interface to the WSCC, (3) the knowledge and experience necessary to complete system requirements analysis through system design, test, and integration, (4) TOP SECRET security clearance, and (5) appropriate management, andengineering capability on ICBM nuclear certified software programs to meet program objectives without significant technical, schedule, or cost risk.
