The Fleet and Industrial Supply Center Norfolk, Detachment Washington intends to procure, on an unrestricted basis, advertising services. The offeror shall be a full-service advertising agency, capable of planning, creating, designing, producing, and placing advertising to support Navy active and reserve recruiting efforts in major recruiting programs. Programs include: enlisted, officer (including the Naval Reserve Officer Training Corps (NROTC), Naval Reserve (officer and enlisted), nedical and retention. Services will include: create and produce advertising, purchase media space and time, place ads in various publications, maintain and execute a newspaper advertising placement service, obtain television and radio air time, prepare retention campaigns, produce commercials, and provide general advertising support. The period of performance will be for a base period, four one-year options, and an additional 6-month option period. Furthermore, all five lots will contain options for additional services that will enable the government to increase media advertising contingent upon congressional appropriations. Source selection will be on a Best-Value basis using technical proposals and oral presentations. A pre-proposal conference will be held with the date/time/location to be specified in the RFP. (0169)
