Sources sought to provide the following: Base Item work includes: field investigations of existing conditions, design and construction of wholehouse repair and revitalization of 70 existing housing units including asbestos and lead paint abatement/encapsulation in the 70 units. Option Item 0001 work includes sitework. The contract is to be awarded to the responsible offeror who submits the proposal considered to be the most advantageous to the Government considering "Price" and "Technical" evaluation factors. The following evaluation criteria has been established: Factor 1 (Price) and Factor 2 (Technical) which are weighted approximately equal. Within the "Technical" factor the following subfactors are listed in order of importance: Subfactor "1" Past Performance, Subfactor "2" Contractor/A-E/Subcontractor Experience and Qualifications, Subfactor "3" Quality and Durability and Energy Efficiency of Proposed Materials, Subfactor "4" Recycling, Subfactor "5" Subcontracting Effort. -- This is not a public bid opening. -- The estimated cost is between $1,000,000 and $5,000,000. -- Firm Fixed Price Construction Contract. Proposals will be considered from all responsible sources. -- This project is unrestricted. -- The Standard Industrial Code is 1521 and the annual size standard is $17 milllion. -- It is recommended the subcontracting plan goals reflect a minimum goal of 5% for Small Disadvantaged Business Subcontracting Efforts. -- Potential proposers should request in writing stating RFP number N68711-97-R-8138, with complete name, address, area code, and phone number and whether bidding as a prime/subcontractor/supplier. NOTE: Plans and specs will not be mailed to firms within a 20 mile radius of the issuing office. -- There is a fee of $14.00 for each set of plans and specs. -- NOTE: Personal checks will no longer be accepted.
