The Fleet and Industrial Supply Center Norfolk Detachment, Philadelphia, intends to acquire Software Development and Support services to support the Submarine Engineering, Planning & Procurement (SUBMEPP) Activity at Portsmouth, NH. These services to be provided will consist of relational database administration support, object oriented analysis and design, information system architecture, Visual Basic and C++ programming, business analysis and computer analysis, design and programming services to support development of a Graphical User Interface based maintenance and ship work planning environment that permits various submarine maintenance planning functions to be graphically linked. The Contractor shall provide the managerial, supervisory, and all other personnel necessary to perform these services. The proposed contract will encompass one twelve month base period and four twelve month option periods. An indefinite-delivery indefinite quantity cost plus fixed fee type of contract is contemplated.The applicable standard industrial classification is 7371. The proposed acquisition will be solicited on the basis of full and open unrestricted competition.
