838-6091 The Department of Veterans Affairs Medical Center,
Brecksville, Ohio, intends to issue a competitive solicitation, on
behalf of VISN 10, for consolidated Energy Savings Performance Contract
Services (ESPC), which shall include the VA Medical Center's,
Brecksville/Cleveland, Chillicothe and Dayton, Ohio. The anticipated
period of performance under an awarded contract shall not exceed
twenty-five (25) years. This service is procured by the Department of
Veterans Affairs in accordance with the National Energy Conservation
Policy Act of 1992 and Executive Order 12902 of March, 1994, which
requires all federal agencies to improve energy efficiency management
in their facilities and operations by the year 2005. Under the terms of
an awarded contract, the contractor shall be required to pay all up
front cost for the analytical study of current systems, design,
development and implementation of new energy efficient systems, which
shall include purchase and installation of new energy efficient
equipment. The Scope of Work shall include the installation of
renewable energy systems comprised of some or all of the following
components: Boiler improvements, chiller improvements, building
automation system, energy management control system, heating,
ventilating, and air conditioning, lighting improvements, building
envelope modifications, chilled water and chilled water piping systems,
hot water and steam distribution systems, electric motors and drives,
refrigeration, electrical or cogeneration systems, renewable energy
systems, electric distribution systems, water and sewer conservation
systems, rate reduction and auditing services. Contractor shall also be
required to meet all performance standards in accordance with
performance specifications, and shall provide operations, maintenance,
repair, inspection and training on the implemented measures during the
period of performance. Contractor shall provide and assist in all
measurement and verification efforts, to ensure that guaranteed savings
are occurring. The contractor receiving award shall be required to
provide for the total financing of the specific projects. Offerors will
only be accepted from firms which are currently on the Department of
Energy's qualified contractor list for ESPC's, dated April 29, 1997.
