Provide all labor and materials required for the construction of a New U. S. Border Station, Brownsville. This is a metric project. Work includes, but is not limited to, new site grading, drainage structures, paving, utilities, fencing, lighting, Administration Building, dog kennel, non-commercial and commercial booths and canopies, energy plant, indoor firing range, exit control booth and canopy, truckers' pavilion, import and export dock and cargo building, CCTV and security systems, dock and area lighting, truck scale and booth, hazardous material containment area, new bulk cargo inspection bins, and all other items as indicated in the solicitation. There are seven options that may or may not be exercised. Option No. l: Includes construction of the truckers pavilion. Option No. 2 : Includes construction of the cargo containment area. Option No. 3: Includes construction of the bulk cargo area. Option No. 4: Includes construction of the empty truck inspection facility. Option No. 5: Includes requirement for conventionally-placed and reinforced concrete paving in lieu of roller-compacted concrete paving. Option No. 6: Includes requirement for traffic control bollards. Option No. 7: Includes requirement conventionally-placed and reinforced concrete paving in lieu of hot-mixed asphalt paving. Time of construction is fourteen (14) months. The solicitation should be issued on or about July 7, 1997, with proposals being due on or about August 7, 1997. This project is being procured using informal Source Selection procedures which will result in a firm-fixed price award to the offeror which provides the "greatest value" to the Government with technical ability being more important than price. The Source Selection evaluation factors are listedin the order of importance as follows: Experience and Past Performance of Firm, Experience and Past Performance of Key Personnel, Management and Technical Approach. A NONREFUNDABLE fee of $235.00 will be assessed for each set of specifications and drawings.
