The estimated construction cost is $1,000,000 to $1,500,000. The work consists of restoration cleaning, repair and tuckpointing of approximately 115,000 SF of exterior, vertical surface, building limestone. Other related work is included. The work will be accomplished in multiple phases over a period of time as required to minimize the effect on mail processing operations. A more detailed description of the work is included in the plans and specifications. In order to be considered, contractors will be evaluated on the following criteria as listed in the technical evaluation package with maximum points assigned to each item: (a) Related construction experience in limestone restoration projects of similar size and scope (50), (b) financial capabilities including financial report (15), (c) project staffing (5), (d) quality control program (5), (e) safety program (5), (f) capacity (5), (g) references (5), (h) project management and scheduling system (5), (i) contractor's geographical location relative to the above noted area (5). Submittals must be in the approved USPS Contractor Evaluation Format as contained in the Technical Evaluation package. Failure to submit requested information in the required format may be a cause for rejection of entire proposal. Total submittal package shall be limited to 50 single sided or 25 double sided pages including brochures and promotional material. Technical Evaluation statements will be evaluated by Representatives of the Postal Service Contracting Officer including Architectural, Engineering and procurement professionals. Actual workload will depend on Postal Service requirements. Award will be based on the best combination of technical evaluation factors, base price and unit price multipler.
