Contracting Officer Carolyn Lippire, (801) 975-3442. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposal are being requested and a written
solicitation will not be issued. The solicitation is (Request for
Quotation) RFQ 51-97-038. Solicitation documents and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-44. This procurement falls within the definition of
standard industrial classification code 3629. The small business size
standard is 500 employees. The Small Business Competitiveness
Demonstration Program is not applicable to this procurement. Technical
specifications are: supply a 75 KVA/60KW or greater Uninterruptible
Power System with a 480 VAC, 3 Phase input and a 480 VAC, 3 phase
output. The UPS must be a true on line, reverse tran~sfe~r~~~~~~,
microprocessor controlled system with a PWN inverter. The UPS batteries
shall be in a prewired matching cabinet and shall provide at least 13
minutes of autonomy at full load. The UPS shall include a Static Bypass
Switch, full load rated for continuous duty. The UPS shall include an
internal Maintenance Bypass Switch, which allows the UPS electronics
and Static Bypass Switch to be safely tested and repaired, without
disconnecting the critical load. An input filter shall be included to
limit input current harmonic distortion to less than 10%. Bidders shall
bid the following option items separately: 1. A UPS battery supplying
two parallel strings of batteries in prewired matching cabinets,
providing at least 30 minutes of UPS operation at full load, and at
least 13 minutes if one string fails; 2. Static Bypass Switch and
Maintenance Bypass Switch to be supplied by a separate reserve input,
to eliminate a single point of failure at the input connect; 3.
Communication interfaces available, including RS-232, SNMP, RS485,
modem, and also dry relay contacts for an external alarmconnection; 4.
Remote alarm panel and any other remote control panels available; 5.
Input filter if not included in the standard UPS; 6. External
disconnects required to completely isolate any UPS component for
maintenance, for example, a battery disconnect; 7. Input isolation
transformer; 8. Maintenance contract options available including remote
monitor service. Bidders must submitted the following to be evaluated:

descriptive literature. [3] Prices on main UPS and separate prices on
option items. [4] Shipping costs. [5] Manufacturer's start up costs.
[6] Maintenance contract options and prices. [7] Statement as to why
your solution is the best available, including technical specifications
enhancing bid. FAR clause 52.212-1, Instruction to Offerors --
Commercial, applies to this procurement. FAR clause 52.212-2,
Evaluation -- Commercial Items applies to this procurement with the
following evaluation criteria: (1) Technical specifications as
described in bidder's descriptive literature, (2) Maintenance options
available, i.e., Is local factory service available? Front, Back and
Side Clearances required for Maintenance. Ease of Maintenance of
internal components. Is a remote monitoring service available?
Maintenance contract costs. (3) Manufacturer's warranty. (4) Price.
Offerors are to include a completed copy of the provisions at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
