The United States Merchant Marine Academy (USMMA) intends to negotiate a sole source contract to Kongsberg Norcontrol Inc. (KNC), for additional math model licenses associated with the USMMA process simulation trainer. Procurement of these additional licenses will include licenses associated with the process simulation software that will operate on twelve (12) workstations, configured to operate with unique and proprietary KNC hardware with the KNC simulator environment. It is the intention of the USMMA to also procure additional licenses and associated interface hardware to support future facility growth, both at the simulation facility and at other areas on the campus. KNC is the only source because they have, as manufacturer, unique knowledge of the engine room simulator under development for the USMMA, unique knowledge of process simulation software interface requirements, and compatible library of plant specific and generic process simulation software models that comprise a "Total-Ship-Simulation"environment. KNC, Inc. is currently under Navy contract to deliver an engine room simulator that will simulate an MSC T-AO engine room console. The Navy previously procured this console from TANO. Both the TANO engine room console and the engine room simulator/stimulator and 12 workstations are to be located at the USMMA. The KNC engine model will be a medium speed diesel engine modeled after the MSC T-AO ship's power plant. The computer technology which supports the model for this simulator and the 12 workstations is based on a modified Hewlett Packard (HP) UNIX workstation. KNC has already developed a preliminary version of this model. One of these HP workstations, configured to run the T-AO model, has already been delivered to the USMMA at Kings Point by KNC, Inc. to support Academy curriculum development efforts during the two years prior to final system delivery. The 12 HP workstations will be integrated with the KNC, Inc. provided simulator hardware, and once integrated, these workstations will operateunder the control of the simulator's Instructor Station. The additional licenses will permit operational training on MSC T-AO medium speed diesel engine systems that will take place in the computer laboratory. The simulation models to be licensed were configured by KNC using OTISS (Operations Training and Industrial Systems Simulator) developed by Special Analysis and Simulation Technology LTD's (SAST). OTISS runs the mathematical models of the simulation process. The specialized KNC Systems Simulator Man Machine Interface (MMI) is realized by means of the EMULA Graphic Software Package that drives the graphics on each workstation. UNIX establishes the communication between them. The EMULA and OTISS utilities must be installed to enable the engine model to run. The Training and Evaluation Control (TEC) System for the workstations is a KNC proprietary console device. The console device includes a track ball, HP keyboard, an extensive alarm panel for simulated faults, and arrays of macro keys to permit variousfunctions of the model to be controlled effectively in either "Instructor Mode" or "Operator (Student) Mode". These software and hardware items have been developed by KNC specifically for operation of the KNC simulator models on the HP workstations. The USMMA desires to procure the additional licenses for models to enhance training and education. In addition to the licenses for these models, validation data must be provided by the contractor that ascertains the simulation realism of the modeled process. These models must be compatible with HP UNIX-based workstations being modified by the contractor to run the models. As indicated above, the USMMA already possesses one such HP workstation, modified by KNC, to support curriculum development at the Academy. Twelve- (12) additional Academy owned workstations located in the Computer Laboratory are being modified by the contractor to add the OTISS, EMULA, and other KNC developed software modules. These modifications also require the contractor to manufacture and integrate into the workstations the proprietary TEC consoles. These workstations will be configured with the additional models to function as part of the training environment under the control of the simulator Instructor Station, thus enhancing the training capabilities of the Academy simulator complex. Interested parties must demonstrate the capability of obtaining proprietary KNC equipment, interface hardware, software, math models, process simulation, and simulation environment. For Minority, Women Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STEP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
