Environmental Protection Agency intends to negotiate sole source with
Border Health Office, New Mexico Dept. of Health, 1003 Geothermal
Drive, Las Cruces, New Mexico 88001 for "GIS Maps of Pesticide Usage
and Health Effects Data Associated with Pesticide Exposures in New
Mexico Counties Bordering Mexico". The overall objectives of this
procurement are to use GIS technology to: (1) locate and characterize
populations along the New Mexico/Mexico border with high potential for
exposure to pesticides from ambient sources; (2) produce GIS maps
presenting the collected information as it relates to the pesticides in
young children program; and (3) identify priority areas for
environmental and biological sampling based on potential for pesticide
exposure to young children (NOTE: primary focus is on children 5 years
old or younger). The contractor is required to perform the following
tasks: Task 1, Base maps shall be completed and copies delivered by
July 31, 1997, in the agreed-upon formats and scales. Base maps shall
be delivered as TIF Files on 3.5 inch disk, 8-mm tapes, or CD-ROMs.
Task 2, GIS overlays for the population centers shall be completed and
copies delivered by August 29, 1997. Overlays shall be delivered as
TIF files on 3.5-inch disk, 8-mm tapes, or CD-ROMs. Task 3, GIS
overlays for the age distributions of children shall be completed and
copies delivered by September 30, 1997. Overlays shall be delivered as
TIF files on 3.5-inch disk, 8-mm tapes, or CD-ROMs. Task 4, GIS
overlays of agricultural cropping information and pesticide usage shall
be completed and copies delivered by November 14, 1997. Overlays shall
be delivered a TIF files on 3-5 inch disk, 8-mm tapes, or CD-ROMs.
Task 5, The first draft EPA project report is due by November 28,1997.
The final project report will be due by December 31, 1997, assuming a
two-week turn-around review by the EPA after receipt of the draft EPA
report. EPA believes the Border Health Office, New Mexico Dept. of
Health is the only vendor capable of satisfying the requirements stated
above. The state is required to routinely collect the requisite data
and to produce GIS similar maps for their own needs. The period of
performance is expected to be from date of award through December 31,
1997. No solicitation is available. All interested parties must respond
within 15 days of the date of this announcement. Interested vendors
shall: (1) include information on the proposed services which clearly
supports the requirements outlined above and; (2)provide itemized
pricing that is sufficient to make a determination that competition is
