The U.S. Environmental Protection Agency has a requirement for a 15-minute video that will introduce communities to the hidden dangers of on-site wastewater disposal systems, such as septic tanks and drainage fields, cesspools and dry wells. In this video, the contractor shall: 1) demonstrate how septic systems and dry wells can contaminate drinking water supplies when they are used for disposal of chemical or industrial wastewater; 2) explain how they pose a hidden and costly threat to the public and economic health of a community, and 3) provide some basic information, so that the audience will know how to protect its drinking water supplies. The video shall include an introduction, 2-3 segments on what occurred when on-site wastewater disposal systems were used for industrial waste disposal in different geographical locations, clear transitions between the stories, and an ending. The contractor shall provide ab English and Spanish versions of the video, 5000 VHS copies (4,500 in English, 500 in Spanish). Previous experience in similar video productions aimed at similar audiences is required. Interested parties shall submit sample videos for evaluation. Simplified acquisition procedures will be utilized in selecting the best qualified vendor.
