C -- ARCHITECT AND ENGINEERING SERVICES-CONSTRUCTION SOL F0863797R6020 DUE 070797 POC Ms. F. Kennedy 904-283-8663/Ms.Dixie Bankston/904-283-8665 The Air Force Civil Engineer Support Agency (AFCESA), Tyndall AFB, Florida, is seeking qualified firms (or joint ventures consisting of one lead firm with other firms providing support) to provide Title I and Title II services, and Other A-E Services in support of Air Force Civil Engineering activities. (This synopsis is a clarification of the original synopsis posted on 2 Jun 97 and appeared in the 4 Jun 97 printed version of the CBD.) The Government contemplates the award of two firm fixed-priced Indefinite Delivery Indefinite Quantity (IDIQ) contracts for the above A-E services, or any combination thereof, in the August/September time frame. The contract performance period for each contract shall include a basic year and four (4) option years. It is anticipated that this single solicitation will result in multiple contract awards. Total fees for the highest ranked firm will not exceed $7 million per year and $35 million during the life of the contract. The total fees for the second highest ranked firm will not exceed $5 million per year and $25 million during the life of the contract. Individual task orders will not exceed $1 million. Task orders will be issued on an "as required" basis. The guaranteed minimum fees during the life of the contract is $5 thousand. The work requires multi-discipline architectural/engineering support services necessary for the preparation of technical and systems engineering services supporting cost engineering, architectural engineering, and environmental requirements worldwide. THE WORK SHALL CONSIST PRIMARILY OF COST ENGINEERING AND ANALYSIS, MODELING, AUTOMATION SUPPORT, AND TECHNICAL TRAINING ON THE AUTOMATED SYSTEMS. FIRMS MUST HAVE EXTENSIVE EXPERIENCE IN THIS AREA. Other areas of work include architectural engineering consisting of engineering and technical support for investigation, planning, cost estimating, design services, and construction supervision for facility, infrastructure and environmental projects, and the development ofvarious long- and short-range development and environmental plans. This effort will support the mission of the Air Force, Department of Defense (DoD), and other federal government agencies. The anticipated work may include, but is not limited to the following: (1) Title I Engineering Investigative Services & Design Services, i.e., Investigative Services (investigation of existing building conditions, topographic surveys, geo-technical analysis, and reports), Surveys & Studies (facility/base surveys and studies, environmental surveys and studies and hazardous material surveys and studies. Note: Surveys and studies relating to environmental issues will only be accomplished under this contract when they are a part of a larger, non-environmental engineering effort.), and Design Services (schematic design, design development, value engineering, cost estimating, preparation of specifications, drawings, and contract documents); (2) Title II Engineering Services, i.e., Construction Supervision and Inspection (construction observation and inspection, review of submittals, site visits, consultation services during Contractor preparation of operations and maintenance manuals and preparation of as-built drawings); and (3) Other Engineering Services such as Cost Engineering Services (cost analysis, software development, database development, data analysis, modeling, system analysis, environmental analysis, value engineering, and all related technical training). Work also includes ongoing maintenance and enhancements to existing automated cost engineering systems called Parametric Cost Engineering System (PACES) and Remedial Action Cost Engineering and Requirements (RACER) system); Planning Services (site utility, infrastructure, traffic and facility planning studies, and analyses); Base Plans (i.e., Customer Concept Documents (CCD), Requirements Documents (RD), Project Definition (PD), conducting field surveys and investigations to obtain data, and developing long-range/short- range base/facility development plans); Design-Build/Turn-Key projects (Develop documentation for design-build/turn-key projects including engineering review of contractor designs and submittals. Does not include actual construction of these types of projects); Environmental (restoration, compliance, and pollution prevention, relating to cost engineering, planning, facility or infrastructure projects.); Fire Engineering and Life Safety Services (studies, hazard identification, risk analyses, loss mitigation/prevention planning, and fire risk modeling); and Maintenance Engineering Services (systems reviews and studies, reliability-centered maintenance analyses, training, and cost-versus-reliability modeling). Note: Environmental work will only be accomplished under this contract when it is a part of a larger, non-environmental engineering project. It is not the intent of this contract to duplicate the environmental contract capability of HQ AFCEE located at Brooks AFB, TX. Selection of firms/teams fornegotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services described above. Significant evaluation factors include in order of importance: (1) Recent specialized experience and performance in the areas of engineering described above by the firm(s); (2) Recent specialized experience in the areas of engineering described above by the professionally registered personnel who will perform the actual project work (including consultants); (3) Capacity of the firm to perform the work in the time required; (4) Past performance history on both DoD and other contracts in terms of quality of work, cost control, and compliance with performance schedules; (5) Volume of work awarded to the firm by the DoD, especially the Air Force, in the last 12 months with the objective of effecting an equitable distribution of A-E contracts among qualified firms; and (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. No additional information will be given to A-E firms. Firms that meet the requirements described in this announcement are invited to submit a letter of interest and three (3) copies each of completed Standard Forms (SF) 254 and SF 255 to represent the firm/team. Submission of office brochures is encouraged only to the extent that they graphically substantiate the work specifically described in the SF 254s and SF 255s. Include the following statement in section 10, SF 255: "This firm/joint venture has been awarded $XXX,XXX of DoD fees in the twelve months preceding the date of this SF 255." This is not a Request For Proposal. The Standard Industrial Classification (SIC) Code is 8712. This acquisition is unrestricted. Submittals must be received no later than 4:00 PM on 7 July 97. Submittals received after that date will not be considered. Electronic or facsimile submittals will not be accepted.
