54 -- PRE-MANUFACTURED MODULAR (OR PANELIZED) DESIGN/BUILD CONSTRUCTION FOR THE RENOVATION AND EXPANSION OF THE RAMAH-PINE HILL HEALTH CLINIC, RAMAH NAVAJO RESERVATION, PINE HILL, NM SOL 161-97-0030 DUE 082697 POC Barry J. Prince, Acting Senior Contracting Officer (214) 767-3492 DESCRIPTION OF WORK: Qualified Design/Build firms to provide planning, design, and construction services for: engineering design services, general construction, modular (or panelized) construction including site work, and mechanical, electrical and plumbing specialities in connection with Indian Health Service (IHS) facilities located at the Ramah-Pine Hill Health Center, Ramah Navajo Reservation, Pine Hill, New Mexico, within the jurisdiction if IHS, Engineering Services -- Dallas (ES-D). ES-D will issue the solicitation, review and rank the proposals received and recommend a firm for award to the Ramah Navajo School Board, Inc. (RNSB), Pine Hill, NM. THE RNSB WILL MAKE THE CONTRACT AWARD. This procurement is open to full and open competition for all all interested parties. The estimated magnatude (including site work) is $1.0 million to $1.5 million. Funding for this project is NOT currently available. Proposals, when received, will be evaluated on the following basis: 70 percent technical consideration, and 30 percent pricing. THE TECHNICAL AND PRICING PROPOSALS SHALL BE SUBMITTED INDIVIDUALLY, IN SPECIFIED SEALED ENVELOPES AND MAY BE WITHIN THE SAME PACKAGE. Responsive proposals will be evaluated on the following technical factors (totaling) 70 percentage points) which are listed in decending order, with number (1) and (2), and (4) and (5) being of equal value: (1) Completeness of submittal related to the conformity with plans and specifications, (2) Proposed time of construction for fabrication, erection, site work, etc. (number of calendar days), (3) Qualifications/experience of the offeror (narrative), length of time in business, etc., (4) Construction type (schematic and narrative), and (5) Energy efficiency of system. The pricing proposal (30 percentage points) will be evaluated as follows: the lowest priced proposal will receive the maximum score of 30 percentage points. The next higher proposal will receive percentage points based on the following formula: divide the higher price by the lower price and multiply by the maximum points (30), round up. Plans and specifications will be available on/about July 24, by writing Ms. Kathy Brancato at the above address. The offer due date will be on/about August 26. Written requests for each set of plans and specifications MUST be accompanied by a NON-REFUNDABLE FEE (company check or money order), made payable to the Department of Health and Human Services in the amount of $100.00 for each set.
