is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation DABT51-97-Q-0614
is being issued as a request for quotation. This solicitation document
incorporates provisions and clauses are those in effect through
Federal Acquisition Circular 90-46. This acquisition is restricted to
small business. Standard Industrial Classification code is 3448. Items
are to be delivered and accepted at Fort Bliss, Texas. Exact location
to be made available at time of award. The following FAR Provisions
are applicable to this acquisition: FAR 51.212-1, Introduction of
Offerors-Commercial, applies to this acquisition and no additional
addenda applies. FAR 51.212-2 Evaluation-Commercial Items is applicable
as follows: The following factors shall be used to evaluate offers:
Technical, Delivery, Past Performance and Price. The lowest price,
technically acceptable product which meets the Government requirements
as listed in Line Items 1 through 9 will be considered. Delivery will
be evaluated on the contractors ability to initiate delivery within 30
days after receipt of order. Past Performance will be considered as it
related to the contractors inability to provide similar items. FAR
clause 52.212-3 Offeror Representations and Certifications-Commercial
Items (provide with offer). FAR clause 52.212-4 Contract Terms and
Conditions-Commercial Items. FAR 52.212-5 Contract Terms and Conditions
Required to Implement Statutes Or Executive Orders-Commercial Items.
The contractor will be asked to provide a warranty for the structures
that are consistent with customary commercial practices. The
solicitation is for Hazmat Storage Structures, in the configurations as
listed, using the Basic Structure Specifications (BSS) and Optional
Equipment Required (OER) descriptions located at the end of the line

one compartment) 6, 7 and 8. LI0010 Delivery and Off-Loading Charges
in connection with the above items 1-9. Specifications for Prefabricted
Hazmat Storage Units. Basic Structure Specifications: Free Standing, 9
ft high, re-locatable chemical storage and containment structure. Must
meet NFPA 30-1993 Fire Code for storage of flammable and combustible
liquids. Must meet Factory Mutual (FM) approved 2-hour fire rating per
ASTM E119 (ANSI/UL 263, NFPA 251)test standard. One and one-half hour
fire-damper on both intake and exhaust of ventilation systems per NFPA
requirements. UL classified; fuse links to provide automatic closure in
the event of fire. Includes the following components for storage of
flammable or combustible liquids and other hazardous materials: 1a. Two
(2) hour fire-rated gypsum on interior walls and ceiling, protected by
non-rusting, "galvannealed" steel siding consisting of 12 gauge steel
sheathing with 16 gauge formed steel studs. 1b. Non-combustible walls
consisting of 12 gauge steel sheathing with 16 gauge formed steel
studs. 2a. Two (2) hour fire-rated roof structure consisting of 12
gauge steel deck with 16 gauge formed steel joists. 2b. Non-combustible
roof structure consisting of 12 auge steel deck with 16 gauge formed
steel joists. 3. 1 1/8" thick coated plywood APA rated drum platform in
removable sections for easy access to the spill containment sump. Black
enamel painted 6" wide steel grating mount across the wall. 4. A (size
as specified on each LI listed above)gallon capacity, 2-hour fire
rated sump, continuously seam welded on interior and exterior;
surpasses regulatory and Factory Mutual (FM) requirements for spill
containment. 5a. One (1) 54"x80" two hour fire-rated double steel wall
door. Door hardware includes a 3-pointlocking hardware includes a
3-point locking system. 5b. One (1) 54"x80" steel door. Door hardware
includes a 3-point locking system. 6. Natural draft ventilation. Each
vent opening is equipped with 1 1/2 hour UL Classified fire dampers.
The vent openings are arranged to provide air movement and prevent
accumulation of hazardous vapors. 7. Interior surfaces protected with
a white chemical-resistant epoxy coated finish. 8. Exterior surfaces
finished with satin finish urethane coating for high impact, corrosion,
and abrasion resistance. 9. Static grounding and bonding angles for
prevention on explosive sparking hazards. 10. Eight (8) ft grounding
rod and cable shipped loose for installation by owner. 11. Hazard
labeling (DOT "Flammable" Placard, NFPA 704 rating signs). 12. Four (4)
inch riser for forklift and/or crane slings and under sump inspections.
13. Four (4) hold-down angles for bolting to owner's foundation for
seismic and wind load anchoring. Optional Equipment Required: 1.
Removeable steel loading ramp (see LI for quantity required). 2.
Explosion-proof light, 150 watt (see LI for quantity required). 3.
Explosion-proof 350 cfm mechanical ventilator (see LI for quantity
required). 4. Steel shelving, 15" wide, in 3 tiers, on side and back
walls (and partitions, where applicable) adjustable (see LI for lineal
ft required). 5. Sump line (see LI for SQ FT required). 6. Exterior
mounted dry chemical fire suppression system with bell alarm system to
central Fire Department (RF signal fire alarm to be installed by
owner). 7. Two (2) hour fire-rated partition to divide structure in two
compartments. 8. Additional two (2) hour fire-rated 54"x80" double
steel wall door, with a 3-point locking system hardware. 9. R-11
insulation on walls and ceiling. 10. Explosion-proof air conditioning
unit rated at 14,500 BTU. The offers against this solicitation are due
