56 -- 4000 PSI CONCRETE (SHOTCRETE METHOD) FOR BUMPING LAKE DAM OUTLET WORKS CHANNEL SOL 1425-97-SQ-1U-00020 DUE 070197 POC Contact Becky Neuman, 509-575-5848 Ext. 241 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation No. 1425-97-SQ-1U-00020 is issued as a Request for Quotes (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-41. This acquisition is a small business set-aside. The size standard is 500 employees and the standard industrial classification code is 3273. The Umatilla-Yakima Construction Office has a fixed price requirement for furnishing and delivery of the following item; 1.a. Furnish 4,000 psi concrete for application by the shotcrete wet-mix method by others. Material is to be delivered on call to Bumping Lake Dam outlet works channel no later than 1 hour after batching. Mix will be adjusted as necessary to obtain 1" to 3" slump at delivery point. Retempering of material will not be allowed. b.Materials -- All shotcrete material shall be furnished by the contractor. B.(1)Portland Cement -- Portland cement shall meet the requirements of ASTM C 150 for type II cement. (2)Water -- The water used in making shotcrete shall be clean and free from injurious amounts of oils, acids, alkalis, salts, organic materials, or other substances that may be deleterious to concrete of reinforcement. (3)Admixtures -- The contractor shall furnish air-entraining and chemical admixtures for use in wet-mix shotcrete. The amount of air-entraining admixture used shall be that amount necessary to effect a total air content in volume of shotcrete. Set accelerating admixtures shall not be used. Air entraining admixture shall be used in all shotcrete and shall conform to ASTM C 260. When use of type A, D, F, or G Chemical admixtures is approved by the Project Construction Engineer, they shall conform to ASTM C 494. (4)Aggregate -- Aggregate for shotcrete shall comply with the requirements of AST C33. The combined aggregate shall meet the gradation shown in Table A. Oversize pieces of aggregate shall be rejected by screening, as they are likely to cause plugging of the hose or nozzle. Table A -- Gradation Limits for Combined Aggregates *Sieve Size, U.S. Std. Sq. Mesh % by Weight passing Individual Sieves, Grd.#1 3/8" (10mm) 100 No. 4 (4.75mm) 95-100 No. 8 (2.4mm) 80-100 No.16 (1.2mm) 50-85 No. 30 (600um) 25-60 No. 50 (300um) 10-30 No. 100 (150um) 2-10 (5)Mixture Proportions -- The proportions of water, cementitious materials, sand, coarse aggregate, and admixture shall be determined by the Contractor subject o approval by the Project Construction Engineer, to obtain the specified compressive strength and placability. The shotcrete shall have a minimum cementitious materials content of 700 lb/yd3, as discharged from the nozzle. Furthermore, the amount of cementitious materials will be increased by the Project Engineer as necessary to obtain the specified compressive strengths. (6)Batching -- Concrete mixtures for wet-mix shotcrete shall be proportioned in accordance with Reclamation's "Concrete Manual," Eighth Edition, revised chapter III. The water-cement ratio of the concrete (exclusive of water absorbed by the aggregates) shall not exceed 0.47 by weight. Slump of the concrete, when placed shall not exceed 3 inches. Concrete with less slump should be used when it is necessary to do so. The concrete ingredients shall be thoroughly mixed in accordance with ACI 304. c.Measurement and Payment -- Measurement of concrete for shotcrete shall be based on batch weights, provided that, any material wasted due to excessive delivery time, inability to remove concrete from transit mixer or other reason normally viewed as being under the purview of the Supplier shall be deducted from the measurement for payment. Payment for furnishing concrete for shotcrete will be made at the unit price bid per cubic yard, and shall include payment for all cost for materials, equipment, and labor required to batch, transport, and discharge concrete meeting the above stated requirement. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items (OCT 95), 52.212-2 Evaluation -- Commercial Items (OCT 95), 52.212-3 Offeror Representations and Certifications -- Commercial Items (JUN 96), 52.212-4 Contract Terms and Conditions -- Commercial Items (OCT 95), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 96), Clause 52.215-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-9, 52.225-18, and 52.225-21. The Government intends to make a single award to the responsible bidder whose bid is most advantageous to the Government. Evaluation will include price, price-related factors and verification that the offer meets the technical specification. Bidders are to include a completed copy at the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Mar 96), with the RFQ. Offerors may request a copy of this clause to be faxed to them. The closing time and date for receipt of proposals is 10 a.m., July 1, 1997, local time.
