synopsis/solicitation for items prepared in accordance with the format
in the Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. The Federal Bureau of
Investigation intends to negotiate with American Science &
Engineering, Inc. (AS&E), on a sole source basis, for the upgrade of
four Model 66Z single monitor x-ray systems. These upgrades will
transform this equipment into dual monitor Model 66Z systems with image
printers. An upgrade will take place in Denver, Las Vegas, Oklahoma,
and Miami with each upgrade consisting of AS&E Model 66Z Dual monitor
upgrade kit, installation, and freight. This will be a firm-fixed price
contract. This solicitation document, incorporated provisions and
clauses are those in effect through FAC 90-46. The proposed procurement
will be conducted under the Simplified Acquisition Procedures (SAP) for
other than maximum competition. This is a small business-small purchase
set-aside. The Standard Industrial Classification (SIC) 3844, and the
size standard is based on employees numbering less than 500. This
solicitation includes by reference the clause at Federal Acquisition
Regulation (FAR) 52.212-1 Instructions to Offerors -- Commercial Items
(Oct 1995); clause FAR 52.212-3 Offerors Representations and
Certifications -- Commercial Items (Mar 1996); clause FAR 52.212-4
Contract Terms and Conditions -- Commercial Items (Oct 1995); clause
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items (Jan 1996). Interested persons
able to meet the requirement are invited to identify their interest
and capability by submitting a proposal with information showing a
bonafide ability to meet this requirement within 15 calender days of
this publication. If no affirmative responses are received within this
time to determine that a qualified source more advantageous to the
Government is available, an order will be placed with the above-named
