purchasing, under a sole source justification, a continuing study of a
survey in conjunction with the Air Force and University of Alaska,
Fairbanks, to determine the effects of low-level jet aircraft on
peregrine falcons and other raptors. The studies consist of surveying
areas where low- level military flights occur for nesting raptors, and
observing low-level overflights and documenting responses of nesting
