MECHANICAL/ELECTRICAL (M/E) ENGINEERING SERVICES FOR A/E SURVEYS,
STUDIES AND DESIGNS (AND RELATED SERVICES). SOL GS11P97EGD0101 DUE

delivery/indefinite quantity mechanical/electrical (M/E) engineering
services contract, procured under the Brooks Act and FAR Part 36, for
architect-engineer (A/E) design and related engineering services for
the Heating Operations and Transmission District (HOTD), Washington, DC
for the General Services Administration (GSA), National Capital Region
(NCR), Solicitation No. GS11P-97-EGD-0101. The following specialists
are needed: mechanical, architectural, electrical, chemical,
structural, civil and environmental engineering, fire protection, life
safety and hazardous materials, process piping and systems,
refrigeration, instrumentation, and historic preservation. The work
includes, but is not limited to, the following: surveys, studies,
concepts, value engineering, cost estimating, architectural/engineering
design, preparation of specifications and drawings for contract
documents, post construction contract services (PCCS) and construction
phase A/E services. Work will be performed at the HOTD facilities of
the Central Heating and Refrigeration Plant (CH&RP) located at 13th and
C Streets, SW; the West Heating Plant (WHP) located at 1051 29th
Street, NW; and the Steam Distribution Complex (SDC) located throughout
the District of Columbia. HOTD provides heating steam and chilled water
to approximately 112 federal and quasi government buildings. The CH&RP
consists of six boilers fueled by pulverized coal, fuel oil, and/or
natural gas for a total capacity on the steam side of 1,250,000 lb./hr.
at 250 psig and 400 degrees Fahrenheit, and five electrically driven
centrifugal chillers for a total capacity on the refrigeration side of
12,000 tons/hr. The WHP consists of five boilers fueled by coal, fuel
oil and/or natural gas for a total capacity of 885,000 lb/hr at 250
psig and 400 degrees Fahrenheit. The SDC consists of an underground
network of approximately 7.2 miles of steam tunnels and 5 miles of
underground piping that provide distribution to the various buildings
on the system. The design documents must be provided in metric. The
duration of the contract shall be for a base period and two option
periods estimated at $750,000 for each option period, for an estimated
total dollar value of $2,250,000. Consideration for the contract is
limited to business firms or joint ventures demonstrating five years
experience in providing architecture/engineering services to heating or
power plants, refrigeration, and steam distribution systems located
within the NCR's geographic boundaries. The boundaries of the NCR
consists of the District of Columbia; Montgomery and Prince George's
Counties in MD; Arlington, Fairfax, Prince William and Loudoun Counties
in VA; and the Cities of Alexandria, Falls Church and Fairfax in VA.
The Evaluation Criteria for selection are as follows: I. SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENCE: A. What experience does the team
have with emphasis in the design and repair of projects that include
central heating plants, boilers, steam generation, chillers,
refrigeration and steam distribution systems, associated plumbing and
electrical systems, and system testing. B. What experience does the
team have in presentation and responses to regulatory agencies and
commissions, such as the Environmental Protection Agency and the
National Capital Planning Commission. II. PAST PERFORMANCE: A. Based on
specific examples of relevant projects, is the team responsive to the
client's needs and does the team comply with performance schedules. B.
Based on specific examples of relevant projects, how does the team
provide effective cost control and an in-place Quality Control Program.
C. Based on specific examples of relevant projects, how does the team
provide a well organized, accurate and fully coordinated set of
construction documents. III. PROFESSIONAL QUALIFICATIONS: A. How much
individual experience do the key design members of the team have in
working together on the successful performance of previous relevant
projects. B. Provide resumes for key individuals relevant to this
contract. IV. CAPABILITIES OF TEAM: A. Does the team have sufficient
staff and technical resources, not committed to other contracts, to
undertake this contract. B. Does the team have the required
organization and leadership to be responsive to requirement of this
contract. C. Does the team have a background with current technology
for similar projects. D. Familiarity with the metric system and ability
to design in metric units, submitting a specific summary of experience
with the metric system. Firms having the capabilities to perform the
services described in this announcement are invited to respond by
submitting completed SF 254s (for firm, joint ventures, and
consultants) which must be dated not more than six months before the
date of this synopsis, and an SF 255, along with a letter of interest
identifying the project by solicitation number. Each SF 255 shall
include partial project examples as similar in nature to the tentative
project as possible, bound in 8 " x 11" format. Submissions shall be
made to: General Services Administration, 7th & D Streets, SW, Bid Room
1065, Washington, DC 20407 by 3:30 p.m. local time. The following must
be on the outside of the envelope: 1) Solicitation title/number, 2)
Due date, and 3) Closing time. Late submissions are subject to FAR
