HAZMAT/environmental engineering services. The USDA Forest Service,
Alaska Region intends to contract for professional engineering services
for the Regional hazardous materials (HAZMAT) program. Work may include
Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA) Removal and Remedial Site Evaluations: EE/CAs; RI/FSs; Removal
or Remedial Action Designs; Potentially Responsible Party (PRP)
Searches; assistance with review and oversight of CERCLA removal or
remedial actions on Forest Service Sites; Underground Storage Tank
release investigations; Natural Damage assessments and other HAZMAT
related services. It is anticipated that many of the sites will be
abandoned and inactive mines. A portion of this work may be related to
cleanups as a result of timber sale activity in Southeast Alaska.
Firms which have previously represented PRPs on Forest Service sites in
Alaska may be ineligible to perform work associated with those parties.
Estimated contract award date is late August to early September 1997.
Contract time will be three years from date of award. It is anticipated
that up to three three-year indefinite quantity task order contracts
will be negotiated. The minimum guarantee will be $50,000 per contract;
the maximum order limitation will be $2,000,000 per contract. Firms are
required to submit an SF-254 and SF-255 to be considered for this
project. Selection of firms for negotiation is through an order of
preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
service required, as determined by applying the following criteria: 1.
Professional qualifications necessary for satisfactory performance of
required services, including in-house expertise in Engineering,
Minerals and Geology, Environmental Science and Environmental
Compliance. Qualification statements must identify key individuals and
subcontractors as well as EPA certified lab. An engineer registered in
Alaska is required. 2. Specialized experience and technical competence
in CERCLA investigations including Removal and Remedial PAs and SIs,
PRP Searches, and removal action designs. 3. Capacity to accomplish the
work within time requirements. 4. Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with regulations and with performance
schedules. Must have demonstrated experience in working with U.S. EPA
and Alaska Department of Environmental Conservation as well as at least
one other Federal agency. 5. Has performed similar work within the
general geographical area of Southeast and/or South central Alaska, and
has an office located within Alaska; provided that application of this
criterion yields an appropriate number of qualified firms, given the
nature and size of the project. Interested firms may request a Scope of
