and Property Management, 503/808-2581 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued. This is the Anvil Road Obliteration project, IFB
Number R6-97-873. The solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
This requirement is 100% small business set-aside and will result in a
firm fixed service type contract. The standard industrial
classification is 0851; small business size standard is 5 million over
the past 3 fiscal years. The following items shall be bid on by unit
price and total amount for each line item: ITEM NO. (1.1) One Excavator
with the following requirements; (a) minimum bucket capacity of one (1)
cubic yard, with digging teeth and hydraulic thumb, (b) crawler-mounted
with track width of 24-inch minimum and street pads to protect paved
road surface; (c) turbo charged diesel engine with a minimum power
(flywheel) of 145 h.p.; (d) minimum backhoe reach of 30 feet
(horizontal), for an estimated quantity of 600 hours; ITEM NO. (1.2)
One Dozer with the following requirements: (a) turbo charged diesel
engine with a minimum power (flywheel) of 130 h.p.; (b) hydraulic 4-way
blade and hydraulic winch; (c) hydraulic "power shift" or equivalent
design transmission, for an estimated quantity of 377 hours; ITEM NO.
(1.3) and (1.4) Two Dump Trucks with the following requirements: (a)
ten (10) cubic yard dump truck with capability of removing tail gate
for hauling boulders, then replaced for hauling smaller materials; (b)
turbo-charged diesel engine, for an estimated quantity of 60 hours for
one dump truck and 40 hours for the second dump truck; (1.5) One
Mobilization for preparatory work and operations necessary for the
movement of personnel, equipment, supplies and incidentals to the
project site, for the quantity of one lump sum; (1.6) Mobilization
(between sites) for the movement of personnel, equipment, supplies and
incidentals between project sites, for the estimated quantity of three
moves at one lump sum. All equipment shall come with a qualified
equipment operator with the minimum of 300 hours experience in the
operation of a comparable piece of equipment, within two (2) years
prior to start work date. Contractor shall provide Make and Model of
each piece of equipment. DESCRIPTION: The excavator shall scarify the
road, landings and pull back fill slopes, remove existing culverts and
spread woody debris. The dozer shall recontour the slopes. The dump
trucks shall be used to haul boulders, wood, dirt or aggregate. Loading
and hauling of culverts off Forest Service land is the contractors
responsibility and is incidental to Mobilization. The contractor is
responsible for operating the equipment in a manner that is safe and
within the capabilities of the equipment specified. Contractor's use of
all Forest Service roads shall be in compliance with the Mt. Hood
National Forest Commercial Road Rules dated January, 1992, available on
request. Should repairs be needed on equipment, such repairs shall be
accomplished within (2) calendar days or the equipment shall be
replaced within 24 hours with a comparable piece of equipment at no
additional cost to the Government. Should the cumulative breakdown time
constitute 40% of the contract time, the contractor shall replace the
equipment within 48 hours with a comparable piece of equipment at no
additional cost to the Government. The contractor shall not store more
than 500 gallons of oil or oil products on site. The contractor shall
insure that all fuel trucks carry an adequate number of spill kits.
The contractor shall provide adequate two-way communication facilities
to report an accidental spill. The accident report shall be made
within 20 minutes of detection to the following numbers: District
Hazmat Coordinator (503) 630-4256, Contracting Officer Representative
(COR) (503)630-6861. Work is to be performed Monday through Friday
between the hours of 6:00 a.m. and 6:00 p.m. Overtime over 40 hours may
be required each week. No work will be allowed on Federal holidays.
Measurement will be for the actual quantity of machine hours, to the
nearest half hour that the equipment is in actual operation in
performance of authorized Government work. Non productive time such as,
but not limited to, lack of operating supplies or qualified operator,
servicing time, time lost by reason of breakdown or being stuck, shall
not constitute "actual" operation. It is anticipated the Notice to
Proceed will be issued effective July 21, 1997, and all work will be
completed by October 15, 1997. Work sites located on Forest roads
4500-180, 4500-340, 5710-114 and 5800-120 on the Clackamas River Ranger
District, Mt. Hood National Forest, Clackamas County, Oregon. Due to
the 1996 flood, the following road segments will be undergoing repair
during the contract operating period. There will be road closure and/or
delays during construction. There may be closure for up to ten (10)
working days. Alternative routes shall be defined by the COR during
this time period. These roads are: 1. State Highway 224 @ milepost 46
(Foreman Hill). 2. Forest Road 46 @ the road 63 junction to 4660
junction. 3. Forest road 63 @ milepost 4.9. The transport of heavy
equipment shall not be allowed on State Highway 224 between milepost 46
and Ripplebrook Ranger Station. The alternate routes are State Highway
26 to the Skyline/Timothy Lake road to reach project site or through
Detroit, OR to Forest road 46 to reach project site. The provision at
52.212-1, Instructions to Offerors -- Commercial Items applies to this
acquisition. The provision at 52.212-3, Offeror Representations and
Certifications applies to this acquisition, Offeror must include a
completed copy along with their bid. The clause at 52.212-4, Contract
Terms and Conditions -- Commercial Items applies to this acquisition.
