National Park Service, Golden Gate National Recreation Area (GGNRA),
San Francisco, CA has identified a requirement for the development of
a Park Administrative History. The History is a publication, written to
professional historical standards, whose purpose is to provide baseline
data for park managers, planners and interpreters about how the park
was conceived and established and how it has been managed to the
present day. GGNRA is soliciting for the development of the first phase
of this document at this time. The first phase consist of the
compilation and assessment of research data and development of an
annotated bibliography and a thematic outline of the document. This
requirement does not include the actual text as a deliverable. The
project schedule is for contract award to be accomplished by Sept. 30,
1997 and for the project to be completed by March 1999. GGNRA is 25
years old and in 1994, the Presidio of San Francisco became the most
recent major addition to the park; but no official Administrative
History of the park, nor well-researched account of this Park exists.
This account will be challenging to write in a manner that integrates
the numerous themes associated with the park's history, giving
appropriate weight to elements of significance, and resulting in a
clear and compelling document. The level of investigation is to be
thorough, which means researching selected archives, libraries, museums
other repositories that may involve travel beyond the San Francisco
Area. The research will include review of photos, minutes and
transcripts of meetings, and existing oral history interviews, as well
as official records of NPS and the records of various organizations
contributing to the Park's history. The actual interviewing of
additional persons who may be beneficial to the project is not a part
of this requirement. The following criteria that are to be given equal
importance during evaluation are: (1) Understanding the Scope of the
Requirement and soundness of the approach as shown by the proposal; (2)
Professional qualifications of the contractor and his staff, including
commitment of personnel, expertise and resources to be applied towards
this project; (3) Demonstrated successful accomplishment on similar
projects in the past. The applicable SIC Code is 8999. This
solicitation is set aside for Small Business Concerns. The National
Park Service, GGNRA welcomes and encourages small disadvantaged, and
women-owned business concerns to participate. Solicitation documents
