AND RADIONUCLIDE The U.S. Arms Control and Disarmament Agency has been
notified that the Provisional Technical Secretariat (PTS) of the
Preparatory Commission for the Comprehensive Nuclear Test-Ban Treaty
Organization is seek to know if qualified and experienced governmental
organizations, scientific institutions, or private industries are
interested in potential contractual arrangements to conduct technical
site surveys in the United States and other locations around the world.
The Comprehensive Nuclear Test-Ban Treaty requires an International
Monitoring System (IMS) to detect and locate possible nuclear
explosions. The IMS will comprise four global networks of stations that
will employ sensors in these technologies: seismic, hydro acoustic,
infra-sound, and radionuclide. Some stations already exist, but many
need to be established, especially those located on the earth's surface
and employing infra-sound or radionuclide sensors. Technical site
surveys will be needed for each type of sensor. It is expected that
technical guidelines for the conduct of these surveys will soon be
prepared by the PTS. For now, the PTS seeks to know what interest
exists in conducting site surveys, but does not require extensive
responses. The PTS has specifically inquired "whether any governmental
organization, scientific institution or private industry... would be
interested in entering into a contractual arrangement to conduct sited
survey: 1. in (the United States) or 2. at any location required
around the world." Interested parties should submit brief statements of
their interest and qualifications for conducting site surveys for
stations employing sensors in the specific technologies noted above.
