V -- RELOCATE GEORGE BUSH PRESIDENTIAL LIBRARY/MUSEUM FROM 701 UNIVERSITY DR., EAST, COLLEGE STATION TO 1000 GEORGE BUSH DRIVE, COLLEGE STATION, TEXAS SOL NAMASM97E0409 DUE 070897 POC Mr. Marty Cruz, Purchasing Agent, 301-713-6755, ex 238 Movement of all Bush Library official records, personal papers and memorabilia including 16,000 cubic feet of documents, 60,000 foreign and domestic gifts, and estimated one million photographs. Contractor to provide all management, supervision, labor, materials, tools and equipment, plan schedule and coordinate the removal of all NARA furnishing, shelving, records containers, gifts, computers, tables etc. Also, responsible for the removal of storage containers from shelving by an approved means of transfer, and replacement of containers onto shelving that has been assembled at the new building. Containers wll be moved in such a manner that containers will not be crushed or damaged. Contractor personnel must be monitored and under the supervision of a designated NARA employee at all times during the relocation of all government records. Contractor will disassemble all shelving at the University Drive location and and reassemble all shelving at the new building and move all pallets. There are approximately 775 units of shelving, each unit measuring approximately 4'x8'x2'. This includes shelving in all areas of current facility, i.e., gift vault and main archives storage. Required to security boxes, i.e, shrink wrap, banding, straps, etc. Responsible for packing, moving, and unpacking of PC equipment (printers, servers, monitors, hard drive units, keyboards, and concentrates) and audiovisual equipment to the new facility to areas designated by NARA personnel. Each box of archival materials will be labeled by NARA personnel with numbers which correspond to the box's designated shelf location at the new facility. The labels will include row number, tier number and shelf location, as well as an individual box number. This labeling will be done by NARA personnel prior to move date. Boxes will be removed from the shelves by the contractor. Shelves will be diassembled and moved to the new facility and reassembled by contractor, each row, tier and shelf position numbered by NARA personnel. Immediately reshelve boxes upon arrival according to the location (row, tier, shelf position) listed on the box labels. Gifts will be created by NARA prior to move and uncrated by NARA at new location. Contractor is only responsible for moving crates to the new location and into designated areas as directed by NARA. There are appriximately 320 various sized wooden crates and 275 pallets of cardboard boxes to be moved. Classified materials will be moved by contractor by an approved means and escorted by Federal Police as required by NARA security regulations. Contractot will be required to coordinate his work with security personnel during the relocations of these documents. All classified items will be required to be moved to the new building and placed on ahelving in the security vault on the same day and within twelve hours from the start of the transfer as prescribed by NARA management. Contractor will provide the name, social security number, and date of birth for personnel involved in the move of classified materials at least 48hours before beginning the move operation. Contractor will have access to loading dock area, leveling dock apparatus and freight elevator to support the move. It is very important that contractor utilize skilled, productive employees to ensure satisfactory performance of the required services. Successful offerors will be required to submit all applicable proofs of insurance as required by Texas State Law. In addition to this offer, contractor will provide a thorough explanation of their proposed means of transfer, including their preferred means of transfer for the materials, anticipated personnel levels and time requirements. The government reserves the right to enter into either discussions for clarification of or revision to the offerors work plan or to reject offers based upon an unacceptable work plan or to reject offers based upon a uncceptable work plan. Contractor will commence work on or about August 18, 1997, and must complete the move of all items on or before August 30, 1997. This notice constitutes a request for quatations.
