necessary for the Construction of Waterfront Improvements, U. S. Coast
Guard Base, San Juan, Puerto Rico. The work includes, but is not
limited to construction of piers, boat ramp, shore ties, access road,
containment structure and related site and utility work; construction
of new diesel fuel tanks including related pumps, containment
structure, and related fuel piping, new waste oil storage tank, bilge
water storage tank and containment structure; construction of new
saltwater fire protection system including new pump house and related
pumps; construction of all utility modifications for the site and wharf
area; and demolition of existing piers and fuel containment structures.
All work shall be accomplished in accordance with Specification No.
07-002-90 and Drawing No. 07-002-90 (sheets 1-45). All work shall be
completed within 540 calendar days after Notice to Proceed. Plans
(half-size), specifications, and all necessary bid documents will be
available 15 July 1997 andmay be obtained by forwarding a check in the
amount of $44.00 per set (non- refundable) made payable to Ridgway
Inc., 5001 Cleveland Street, Virginia Beach, Virginia 23462. To receive
a solicitation and be placed on the bidders' list interested parties
must submit a written request and payment to Ridgway. Do not send
payment for packages to the U. S. Coast Guard. Telephone inquiries will

opening for Solicitation No. DTCG47-97-B- 3EFK15 is 19 August 1997 at
2:00 p.m. in Norfolk, VA. Estimated construction cost is between
$1,000,000.00 and $5,000,000.00. The solicitation is unrestricted IAW
the Small Business > Competitiveness Demonstration Program. For
Minority, Women-owned and Disadvantage Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
