505/846-2992 This directorate intends to issue Invitation for Bid (IFB)
Number F29650-97-B0014 on or about 11 Jul 97 with a bid opening date on
or about 12 Aug 97. the proposed procurement listed herein is
unrestricted. The Standard Industrial Classification (SIC) Code is 1711
with a standard size of $7.0M. The magnitude of this project is between
$100,000.00 and $500,000.00 with a performance period of 180 calendar
days. The work in general includes demolition of the existing air
handling unit, building steam system, and reheat coils with all
associated piping. A new gas fired hot-water Boiler will be installed
in the mechanical room to provide hot water for building heating. Two
new hot-water pumps will be provided for circulating the heating water.
One pump will be the primary building hot water pump and the other will
be a standby pump. A new gas regulator will be installed for the
facility which will not be connected in to the central EMCS. The
existing domestic water heater is currently a gas fired unit and will
remain in operation. A new air-handling unit will be installed to
provide primary air to the building. The air-handling unit will consist
of a fan section, DX cooling coil, hot water pre-heat coil and 30%
throwaway filters. The existing remote air-cooled chiller will remain
and will be re-piped to the new DX coil in the air-handling unit. New
hot-water reheat coils will be installed and new ductwork will be
extended from the new air-handling unit to the coils. A complete new
hot water piping system will be installed to circulate heating water
from the new boiler to the pre-heat coil in the air-handling unit and
to the new reheat coils. The existing control system will be reused to
the extent possible. New control valves and controllers will be
installed as required for a complete operating system. The existing
sequence of operation will be maintained. The existing electrical
service to the portion of the building nearest the existing air
handling unit to be replaced is supplied at 120/208V-3 phase-4 wire via
a pad mounted transformer. To upgrade the electrical system, the
existing distribution panels and associated feeders and branch circuit
panels serving HVAC equipment will be replaced. Existing feeders to
circuits to remain in operation in the area will be reconnected to the
new panels. Please note that funds are not presently available, but
have been requested. This IFB is based upon your understanding that (1)
funds are not available and (2) if funds do not become available, no
obligation will be incurred by the Government because of this IFB.
