42 -- ESTABLISHMENT OF CONTRACTOR INDUSTRIAL SUPPLY CENTER (CISC) POC Contract Specialist: Barbara Douglas, (309) 782-5025, PCO: Vicki Ahlgrim, (309) 782-5058 This announcement constitutes a Sources Sought synopsis. The purpose of this announcement is to seek sources interested in responding to a Government questionnaire concerning the establishment of a Contractor Industrial Supply Center (CISC) for the M40/M42 series protective masks. The questionnaire responses will be used to determine if there are any potential contractors who have the skills and knowledge required to establish an M40/M42 CISC. The ACALA in conjunction with Chemical and Biological Defense Command (CBDCOM), is conducting a study to determine the merit of establishing a CISC. The specific purpose of the questionnaire is to ascertain industry interest and capability for the establishment of a CISC for the M40/M42 series protective masks and to quantify potential costs. This inquiry will support a study by the Government to determine the merit of establishing a CISC. The preliminary concept for the establishment of an M40/M42 series mask CISC envisions a prospective contractor to stock, store, package and deliver M40/M42 series masks to field units. This would include procuring, stocking, storing, and transporting spare parts for the masks. Also, under consideration is testing and surveillance of the mask and parts in storage. The Government would retain any inherently Governmental functions. The prospective contractor would perform a set of tasks based on the determinations of the study. As part of this study, interested commercial firms will respond to a questionnaire requesting the firm's strategy to implement this proposed concept and the potential costs associated with the concept. The questionnaire will include background information and a description of how the Government currently provides these services. Any reply from industry will be treated as proprietary information and will only be used for purposes of this study. Specific questions and additional background information will be supplied to interested parties. This is not a request for proposal/quotation and the Government does notintend to pay for any information related to this effort nor will response create any right on the part of the responder to any award or contract. Three key pieces of information will be sought by the Government in the questionnaire: 1) a statement of interest, 2) a description of proven capabilities and success in performing similar function and, 3) a macro level description of the concept and associated cost for a CISC. It is important to note that in order for contractor responses to the questionnaire to be considered, interested parties should be prepared to provide responses by 25 Jul 97.
