Service intends to award a purchase order on a non competitive basis
to Motorola, Inc. for the Astro-Tac 3000 Comparator. It is the key
component in a Project 25 compliant multicast voting system. It is
compatible with Motorola stations and receivers designed to meet
Project 25, as well as the Motorola Digital Interface Units (DIUs) and
Centracom Series Gold Console included in the system design. The
Astro-Tac 3000 Comparator utilizes sophisticated voting algorithms to
enhance received audio quality from Digital IMBE signals or clear
(non-encrypted) analog signals in weak areas by selecting and mixing
inputs from multiple receivers. The enhanced signal is then sent out to
the repeaters for broadcasting over the air. This ensures that messages
transmitted from users reach all parties in their group across the
coverage area of the system. The Astro-Tac 3000 supports both
narrowband (12.5 Khz) and wideband (25/30 Khz) system operation. The

Model #X393. All responsible sources who can provide and meet the above
requirements as described in the above requirements shall submit
written quotations which shall include a price breakout which
identifies separate prices for the purchase of equipment and provides
technical specifications in sufficient detail to allow for a technical
evaluation for acceptability. All other proposed costs must be clearly
broken out and identified in the price quotation. The quotation also
must provide FOB point, GSA contract number if applicable, payment
terms, delivery date(s), Taxpayer Identification Number (TIN) if
required in accordance with FAR Clause 52.204-3 (Mar 1994), and
business size status (i.e., large, small, minority, or women-owned). No
RFQ will be issued for this requirement. Request for such will not be
considered responsive. All questions or quotations must be submitted in
writing and can be mailed to the Contract Specialist at the address
identified above or faxed to (202) 283-1511. Only quotations under 10
pages in length may be fascimiled. Quotations must be received by 2:00
p.m. EDT 15 days from the date identified in the header of this
announcement. Award will be made soon after receipt of quotations to
the technically acceptable offeror providing the lowest price. Please
