Research Service, Midwest Area has a requirement to purchase a
Spectrophotometer. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation No. 5114-7-3064 is being issued as a Request for
Quotation. This solicitation is set aside for small businesses. The
Standard Industrial Classification Code for this acquisition is 3826
with a size standard of 500 employees. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. CLIN 0001 On-Line Instrument Systems OLIS
RSM 1000 or equal spectrophotometer, 1 each. The salient
characteristics that are the minimum requirements are as follows: The
Spectrophotometer is needed to measured the rapid time course of
optical absorbance changes in proteins, membranes, cells and intact
leaves. The instrument must be able to detect spectra of optical
density changes at a level of 0.01 with a time resolution of a few
milliseconds. Because the samples are highly scattering, the instrument
must be capable of collecting scattered light efficiently. The
instrument must be able to accept light guides for delivering actinic
light at right angles to the measuring beam. Finally, the instrument
must be supported by software that allows user control of timed events
and is able to deconvolute multicomponent spectral and kinetic events.
Offerors quoting on "equals" must submit desciptive literature with
their proposal for evaluation. Delivery to be within 90 days after
receipt of order to USDA-ARS-MWA, 1201 West Gregory Drive, Room
190ERML, Urbana IL 61801. The resultant contract will be Tax Exempt and
