A -- TACTICAL HIGH ENERGY LASER (THEL) DEMONSTRATOR DEVELOPMENT TEST AND EVALUATION (DT&E) POC O. Wayne Koger, Contract Specialist, Donald C. Reesman, Contracting Officer, CSSD-CM-CK, (205) 955-1187 The U.S. Army Space and Strategic Defense Command's (USASSDC's) Tactical High Energy Laser (THEL) Program Office is planning to acquire effort pursuant to Statement of Work entitled "Tactical High Energy Laser Demonstrator Development Test and Evaluation." The effort is for a follow-on contract for development test and evaluation (DT&E) of the THEL Demonstrator at the Army's High Energy Laser Systems Test Facility (HELSTF) on White Sands Missile Range, New Mexico. The THEL Demonstrator is a one-of-a-kind system developed by TRW, Incorporated, under US/Israeli Advanced Concept Technology Demonstration (ACTD) program. Pursuant to 10 USC 2304(d)(1)(B) and FAR 6.302(a)(2)(ii), USASSDC plans to award a contract on a sole source basis to TRW, Incorporated, of Redondo Beach, California. The proposed contract will be the next step in a phased program for the development and verification of a THEL meeting Israel's needs. This effort, which continues and builds on the prior work of TRW, includes planning, preparation, and conducting THEL Demonstrator DT&E at HELSTF as required to accomplish test objectives; test spares and test hardware; data reduction; data analysis; performance assessment; and evaluation of potential modifications to improve performance. TRW will also update support requirements; assist in preparation of an environmental impact statement, safety documentation and other documentation required for site testing; deveoop a transportation plan to relocate the THEL Demonstrator to HELSTF; and support an overall test schedule that accommodates the test plan. The term of this effort is anticipated to be 12 months, with performance to begin on October 1, 1997. Due to anticipated unavailability of funding during the initial weeks of fiscal year 1998, the basic will include only the first six months of this effort, which will be planning and preparation for testing, and will coincide with functional testing of the Demonstrator by TRW at its Capistrano Test Site. Options will cover the remaining effort. A SECRET facility clearance is required for this effort.
