veronica.keane@fema.gov. The U.S. Fire Administration (USFA) has a
requirement to identify, conduct investigations of 18-24 specifically
identified major fires/incidents and document in reports "lessons
learned " that are reviewed by the nation's fire service and allied
groups. Conducting the formal field investigation includes all
activities necessary to bring about an understanding of the incident,
to include but not limited to: investigator travel to and physical
observation of the incident scene; conducting and documenting
interviews with occupants, emergency responders, and other relevant
officials; conducting and documenting the on-site investigation
including photographs, diagrams and details of the site plan,
construction features, floor plans with victim locations, safety
features, or other aspects of the structure and incident relevant to
understanding the scenario. The results will be documented in a formal
printed report. Note: This is not a requirement for origin and cause
determinations. In addition, the contractor shall be required to
conduct six (6) or more Special Reports in the form of studies on fire
problems, specific mitigation or intervention strategies, innovative
technology or management initiatives, or analytical evaluation oriented
reviews which seek to assess operational methodologies, organizational
responses to targeted needs, etc. Studies may involve site visits,
gathering preliminary, independently acquired or follow up data from
the jurisdiction or entity involved, and may rely heavily on the use of
data bases, such as the National Fire Incident Reporting System, Arson
Information Management System, or other platforms developed by the
USFA and require sophisticated analytical assessment in order to
produce the desired products. The anticipated period of performance is
12 months from date of a ward with four (4) additional 12 month option
periods. The Request for Proposal (RFP) will be issues on or about July
10, 1997, with proposals due in 30 days. All requests for the RFP must
