B -- MIXTURES SUPPORT SERVICES FOR DEVELOPMENT OF MIXTURES ASSESSMENT METHODS SOL 205-97-0622(P) DUE 081197 POC Richard P. Jenkins, Contract Specialist, (404) 842-6743 The Agency for Toxic Substance and Disease Registry (ATSDR) anticipates issuance of a solicitation and subsequent award of a single contract to support research efforts in the development of methods to determine the health effects of chemical mixtures found at hazardous waste sites. More specifically, the successful contractor will evaluate the potential for adverse health effects posed by chemical mixtures of actual concern at hazardous waste sites. The estimation of hazards posed by a mixture can be accomplished by an assessment of endpoints and/or target organs, and a review of the cascade of events leading to the ultimate expression of toxicity. The successful offeror should have specialized expertise in chemical mixtures toxicity and risk assessment (1) as documented through peer-reviewed published articles, (2) oral presentations and participation on chemical mixtures panels for at least five (5) years or (3) have written reports during the past 10 years on issues related to exposure and evaluation of chemical mixtures. The contractor should have the know-how and be able to utilize available monitoring data on individual chemicals, similar mixtures or other appropriate data to develop specific methods for chemical mixtures evaluation. The contractor shall present alternative methods that can be used for the toxicity/risk assessment of chemical mixtures including the use of predictive evaluation tools such as PBPK modeling. The final report shall contain guidance that can be used for the health risk assessment following exposure to generic mixtures of various kinds found in the environment or those that human beings could be exposed The Government expects the resultant contract award to be in the form of a cost reimbursement type contract covering a basic twelve (12) month contract period with four twelve (12) month option periods to be exercised at the discretion of the Government. Actual work to be performed under the resultant contract will be identified in the form of individual task orders based on specific support required by ATSDR. The scheduled issue date of this solicitation is approximately July 11, 1997, with proposals due within thirty (30) days of the release date.
