development and/or use of a Metropolitan Area Network (MAN) which will
provide an architecture to support the consolidated transfer of voice,
video and data between and among Navy activities and other officially
authorized Department of Defense/Federal entities in the San Diego
metropolitan area. The current operating environment for information
transfer consists of individual dedicated point to point circuits
employing disparate technologies crisscrossing the San Diego Region.
The Government- owned telephone system connects 14 naval bases (18
switches) and utilizes outdated microwave technology. The MAN's primary
objectives entail innovative, Commercial-Off-the-Shelf (COTS) solutions
to reduce current operating costs while integrating services onto a
heterogeneous network that would take advantage of efficiencies of
scale and improved or simplified management of these assets. The MAN
must provide a minimum bandwidth of OC-3 and Asynchronous Transfer Mode
functionality at all sites and must satisfy the Navy's local
access/dial tone requirements over the next five years in light of such
initiatives as Base Level Information Infrastructure (BLII) and
Information Technology for the 21st Century (IT-21). The solicitation
will provide industry with a complete Statement of Objectives (SOO) and
offerors will be required to generate and propose a complete Statement
of Work/Specification with coinciding fixed price contract line items
reflecting the proposed solution. Expedited delivery of services is
desired. Proposal evaluation will be based on the best value to the
Government with emphasis on price, technical solution and the offeror's
past performance. Oral proposals will be required. A two day site visit
will commence on the eighth day after issuance of the solicitation

to satisfy its San Diego MAN requirements with the best solution
available, therefore, interested parties are cautioned that this
solicitation may not result in a contract if viable, cost effective
industry solutions cannot be obtained. Consequently, companies that
participate in this acquisition do so at their own cost and risk with
