The U.S. Agency for International Development (USAID), acting through
the USAID Mission to Egypt (USAID/Egypt), is seeking proposals from
qualified U.S. firms/joint ventures for a three-year
cost-plus-fixed-fee contract with an option period. This Request for
Proposals (RFP) will be a performance based, results oriented type
contract, with a task budget. This activity seeks to strengthen Egypt's
Capital Markets Development, in the areas of computer assisted
operational technologies for stock, bond and money markets, strengthen
the capital market regulatory environment -- regulations, guidelines
and operating procedures and provide expert advice in the activation of
money and bond markets. This activity will require the services of a
long term team of expatriate advisers, and local Egyptians to work
primarily on issues relating to capital markets development. The team's
principal roles are envisioned to include, but are not limited to, an
expatriate chief of party, expatriate advisors in the areas
ofsecurities regulation, automation, technical operations and
administrative and a number of short term Egyptian experts together
with support personnel. The contractor will be expected to carry out a
number of tasks at strengthening Egypt's CMA system. The team will be
expected to work with the Government of Egypt and other designated
organizations on CMA-related issues, and the Contractor's personnel
staff will have experience and education to support the required

proposed contract listed here will be awarded under full and open
competition. To help identify potential subcontractors, a list of all
organizations requesting a copy of the RFP will be sent with each RFP
document. By providing the list, USAID does not endorse the listed
organizations as being capable of carrying out the activity, nor does
USAID verify the claimed status of the organizations. Necessarily, the
list will contain the names of only those organizations known prior to
the issuance of the RFP document. "The preferred method of distribution

INTERNET must be confirmed by written notification to the contact
person noted above. It is the responsibility of the recipient of this
solicitation to ensure that it has been received from INTERNET in its
entirety and USAID bears no responsibility for data errors resulting
from transmission or conversion processes." The U.S. Agency for
International Development (USAID) encourages the participation to the
maximum extent possible of small business concerns, small disadvantaged
business concerns and women-owned small business concerns in this
activity as prime contractors or subcontractors in accordance with Part
19 of the Federal Acquisition Regulation. In this respect, it is
anticipated that the prime contractor will make every reasonable effort
to identify and make maximum practicable use of such concerns. All
other evaluation criteria being found equal, the participation of such
