Negotiation of the modification will be on the basis of other than full and open competition for ongoing assistance in the "Early Head Start Research and Evaluation Project." The purpose of the modification is to: Modify Phase II specifications under the existing scope of work to include a second parent (father or father figure) in data collection under the existing scope of work.
