45 -- - SPACE HEATERS The Defense Industrial Supply Center is preparing an acquisition for space heater in accordance with the performance requirements of MIL-PRF-44494. Technical/Parts manuals shall also be required. This procurement involves the production of a new generation of space heaters to replace older models currently in the supply system. There are two heaters types, Space Heater Arctic (SHA-40,000 BTU) and Space Heater Small (SHS-20,000 BTU). The acquisition shall include a provision for the development of a product demonstration model (PDM) or prototype to be tested for coompliance to all performance and dimensional requirements. At the completion of the pre-product testing, the successful offeror shall be determined by the Best Value Source Selection Method in which technical merit is considered more important than price. The solicitation will be issued on an unrestricted basis. The resultant contract type shall be an indefinite Quantity Contract (IQC) with a provision for a guaranteed minimum order. All orders shall be sent by way of an on-line Electronic Order Entry (EOE) system directly to the customer (DVD) in lieu of stock. It is necessary to be EDI capable for the receipt of electronic orders. The heaters contain several unique operational requirements including: The ability to operate without electrical power and run on many types of liquid and solid fuels. Cold weather operation within a range of plus or minus 60 degrees Fahrenheit. Vented products of combustion-operation in an enclosed shelter. Simple operation and maintenance that will not inhibit primary mission capability. Heaters must be lightweight, rugged, inexpensive and highly mobile to support rapid deployment and rigorous field conditions. A Pre-Solicitation Conference is tentatively scheduled for the end of July or early August. A draft RFP (Request for Proposal) is being prepared for industry review and comment prior to the conference.
